| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 13.031(d), Election Code, is amended to |
|---|
| 13 | 13 | | read as follows: |
|---|
| 14 | 14 | | (d) To be eligible for appointment as a volunteer deputy |
|---|
| 15 | 15 | | registrar, a person must: |
|---|
| 16 | 16 | | (1) be 18 years of age or older; |
|---|
| 17 | 17 | | (2) not have been finally convicted of a felony or, if |
|---|
| 18 | 18 | | so convicted, must have: |
|---|
| 19 | 19 | | (A) fully discharged the person's sentence, |
|---|
| 20 | 20 | | including any term of incarceration, parole, or supervision, or |
|---|
| 21 | 21 | | completed a period of probation ordered by any court; or |
|---|
| 22 | 22 | | (B) been pardoned or otherwise released from the |
|---|
| 23 | 23 | | resulting disability to vote; |
|---|
| 24 | 24 | | (3) meet the requirements to be a qualified voter |
|---|
| 25 | 25 | | under Section 11.002 except that the person is not required to be a |
|---|
| 26 | 26 | | registered voter; [and] |
|---|
| 27 | 27 | | (4) not have been finally convicted of an offense |
|---|
| 28 | 28 | | under Section 32.51, Penal Code, or an offense committed during the |
|---|
| 29 | 29 | | actual discharge of the person's duties as a volunteer deputy |
|---|
| 30 | 30 | | registrar; and |
|---|
| 31 | 31 | | (5) not, at the time of the appointment, be currently |
|---|
| 32 | 32 | | charged with a felony or an offense described by Subdivision (4) in |
|---|
| 33 | 33 | | any county in this state. |

| 34 | | - | SECTION 2. Section 13.036(a), Election Code, is amended to |
|---|
| 35 | | - | read as follows: |
|---|
| 36 | | - | (a) An appointment as a volunteer deputy registrar is |
|---|
| 37 | | - | terminated [on]: |
|---|
| 38 | | - | (1) on the expiration of the volunteer deputy's term of |
|---|
| 39 | | - | appointment; [or] |
|---|
| 40 | | - | (2) on the final conviction of the volunteer deputy |
|---|
| 41 | | - | for an offense prescribed by Section 13.008 or 13.043; or |
|---|
| 42 | | - | (3) when the volunteer deputy has been charged with an |
|---|
| 43 | | - | offense allegedly committed during the actual discharge of the |
|---|
| 44 | | - | person's duties as a volunteer deputy registrar. |
|---|
| 45 | | - | SECTION 3. This Act takes effect September 1, 2025. |
