77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a program to provide housing vouchers to emergency
1010 medical services personnel in certain counties.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 2306.553(a), Government Code, is amended
1313 to read as follows:
1414 (a) The public purpose of the corporation is to perform
1515 activities and services that the corporation's board of directors
1616 determines will promote the public health, safety, and welfare
1717 through the provision of adequate, safe, and sanitary housing
1818 primarily for individuals and families of low, very low, and
1919 extremely low income and for persons who are eligible for loans
2020 under the home loan program provided by Section 2306.5621 or who are
2121 eligible for a housing voucher under Section 2306.570. The
2222 activities and services shall include engaging in mortgage banking
2323 activities and lending transactions and acquiring, holding,
2424 selling, or leasing real or personal property.
2525 SECTION 2. Subchapter Y, Chapter 2306, Government Code, is
2626 amended by adding Section 2306.570 to read as follows:
2727 Sec. 2306.570. HOUSING VOUCHER PROGRAM FOR EMERGENCY
2828 MEDICAL SERVICES PERSONNEL. (a) In this section, "emergency
2929 medical services personnel" has the meaning assigned by Section
3030 773.003, Health and Safety Code.
3131 (b) The corporation shall, using available resources,
3232 establish a housing voucher program in a county with a population of
3333 more than 1 million and less than 1.5 million to provide housing
3434 vouchers to emergency medical services personnel.
3535 (c) The corporation's board of directors shall adopt rules:
3636 (1) governing the program's administration;
3737 (2) establishing eligibility criteria for a person to
3838 receive a housing voucher under the program;
3939 (3) establishing a mechanism to determine the amount
4040 of a housing voucher provided under the program; and
4141 (4) prescribing any other program requirements that
4242 the board determines necessary.
4343 (d) The corporation may accept gifts, grants, and donations
4444 from any source to establish and operate the program.
4545 SECTION 3. This Act takes effect September 1, 2025.
