12- displays or qualifies for the issuance of a judicial specialty
13- license plate.

1411 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1512 SECTION 1. Section 547.613(b), Transportation Code, is
1613 amended to read as follows:
1714 (b) Subsection (a) does not apply to:
1815 (1) a windshield that has a sunscreening device that:
1916 (A) in combination with the windshield has a
2017 light transmission of 25 percent or more;
2118 (B) in combination with the windshield has a
2219 luminous reflectance of 25 percent or less;
2320 (C) is not red, blue, or amber; and
2421 (D) does not extend downward beyond the AS-1 line
2522 or more than five inches from the top of the windshield, whichever
2623 is closer to the top of the windshield;
2724 (2) a wing vent or a window that is to the left or right
2825 of the vehicle operator if the vent or window has a sunscreening
2926 device that in combination with the vent or window has:
3027 (A) a light transmission of 25 percent or more;
3128 and
3229 (B) a luminous reflectance of 25 percent or less;
3330 (2-a) a side window that is to the rear of the vehicle
3431 operator;
3532 (3) a rear window, if the motor vehicle is equipped
3633 with an outside mirror on each side of the vehicle that reflects to
3734 the vehicle operator a view of the highway for a distance of at
3835 least 200 feet from the rear;
3936 (4) a rearview mirror;
4037 (5) an adjustable nontransparent sun visor that is
4138 mounted in front of a side window and not attached to the glass;
4239 (6) a direction, destination, or termination sign on a
4340 passenger common carrier motor vehicle, if the sign does not
4441 interfere with the vehicle operator's view of approaching traffic;
4542 (7) a rear window wiper motor;
4643 (8) a rear trunk lid handle or hinge;
4744 (9) a luggage rack attached to the rear trunk;
4845 (10) a side window that is to the rear of the vehicle
4946 operator on a multipurpose vehicle;
5047 (11) a window that has a United States, state, or local
5148 certificate placed on or attached to it as required by law;
5249 (12) a motor vehicle that is not registered in this
5350 state;
5451 (13) a window that complies with federal standards for
5552 window materials, including a factory-tinted or a pretinted window
5653 installed by the vehicle manufacturer, or a replacement window
5754 meeting the specifications required by the vehicle manufacturer;
5855 (14) a vehicle that is:
5956 (A) used regularly to transport passengers for a
6057 fee; and
6158 (B) authorized to operate under license or permit
6259 by a local authority;
6360 (15) a vehicle that is maintained by a law enforcement
6461 agency and used for law enforcement purposes; [or]
6562 (16) a commercial motor vehicle as defined by Section
6663 644.001; or
67- (17) a vehicle that displays or qualifies for the
68- issuance of a license plate issued under Section 504.403, 504.404,
69- or 504.405.
64+ (17) a vehicle that displays a license plate issued
65+ under Section 504.403, 504.404, or 504.405.
7066 SECTION 2. This Act takes effect September 1, 2025.
