77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study regarding the use of perfluoroalkyl and
1010 polyfluoroalkyl chemicals in hydraulic fracturing.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. STUDY. The president of the University of
1313 Houston shall designate a department or entity at the university to
1414 conduct, in collaboration with the Railroad Commission of Texas and
1515 the Texas Commission on Environmental Quality, a study on the use of
1616 perfluoroalkyl and polyfluoroalkyl chemicals in the hydraulic
1717 fracturing process, including:
1818 (1) the extent of the use of perfluoroalkyl and
1919 polyfluoroalkyl chemicals in the hydraulic fracturing process in
2020 this state;
2121 (2) whether and to what extent the public may be
2222 exposed through the air or water to perfluoroalkyl and
2323 polyfluoroalkyl chemicals used in the hydraulic fracturing
2424 process;
2525 (3) the effects on human health and the environment of
2626 perfluoroalkyl and polyfluoroalkyl chemicals used in the hydraulic
2727 fracturing process;
2828 (4) the feasibility of using chemical alternatives to
2929 perfluoroalkyl and polyfluoroalkyl chemicals in the hydraulic
3030 fracturing process; and
3131 (5) whether perfluoroalkyl and polyfluoroalkyl
3232 chemicals should be restricted from use in the hydraulic fracturing
3333 process.
3434 SECTION 2. REPORT. Not later than December 1, 2026, the
3535 department or entity at the University of Houston designated by the
3636 president of the university to conduct the study under Section 1 of
3737 this Act shall prepare a report with the conclusions of the study
3838 and submit the report to the legislature.
3939 SECTION 3. EXPIRATION. This Act expires December 31, 2026.
4040 SECTION 4. EFFECTIVE DATE. This Act takes effect September
4141 1, 2025.
