| 9 | 9 | | relating to a study regarding the use of perfluoroalkyl and |

| 10 | 10 | | polyfluoroalkyl chemicals in hydraulic fracturing. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. STUDY. The president of the University of |
|---|
| 13 | 13 | | Houston shall designate a department or entity at the university to |
|---|
| 14 | 14 | | conduct, in collaboration with the Railroad Commission of Texas and |
|---|
| 15 | 15 | | the Texas Commission on Environmental Quality, a study on the use of |
|---|
| 16 | 16 | | perfluoroalkyl and polyfluoroalkyl chemicals in the hydraulic |
|---|
| 17 | 17 | | fracturing process, including: |
|---|
| 18 | 18 | | (1) the extent of the use of perfluoroalkyl and |
|---|
| 19 | 19 | | polyfluoroalkyl chemicals in the hydraulic fracturing process in |
|---|
| 20 | 20 | | this state; |
|---|
| 21 | 21 | | (2) whether and to what extent the public may be |
|---|
| 22 | 22 | | exposed through the air or water to perfluoroalkyl and |
|---|
| 23 | 23 | | polyfluoroalkyl chemicals used in the hydraulic fracturing |
|---|
| 24 | 24 | | process; |
|---|
| 25 | 25 | | (3) the effects on human health and the environment of |
|---|
| 26 | 26 | | perfluoroalkyl and polyfluoroalkyl chemicals used in the hydraulic |
|---|
| 27 | 27 | | fracturing process; |
|---|
| 28 | 28 | | (4) the feasibility of using chemical alternatives to |
|---|
| 29 | 29 | | perfluoroalkyl and polyfluoroalkyl chemicals in the hydraulic |
|---|
| 30 | 30 | | fracturing process; and |
|---|
| 31 | 31 | | (5) whether perfluoroalkyl and polyfluoroalkyl |
|---|
| 32 | 32 | | chemicals should be restricted from use in the hydraulic fracturing |
|---|
| 33 | 33 | | process. |
|---|
| 34 | 34 | | SECTION 2. REPORT. Not later than December 1, 2026, the |
|---|
| 35 | 35 | | department or entity at the University of Houston designated by the |
|---|
| 36 | 36 | | president of the university to conduct the study under Section 1 of |
|---|
| 37 | 37 | | this Act shall prepare a report with the conclusions of the study |
|---|
| 38 | 38 | | and submit the report to the legislature. |
|---|
| 39 | 39 | | SECTION 3. EXPIRATION. This Act expires December 31, 2026. |
|---|
| 40 | 40 | | SECTION 4. EFFECTIVE DATE. This Act takes effect September |
|---|
| 41 | 41 | | 1, 2025. |
