| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 86.005, Election Code, is amended by |
|---|
| 13 | 13 | | amending Subsection (c) and adding Subsection (f) to read as |
|---|
| 14 | 14 | | follows: |
|---|
| 15 | 15 | | (c) After marking the ballot, the voter must place it in the |
|---|
| 16 | 16 | | official ballot envelope and then seal the ballot envelope, place |
|---|
| 17 | 17 | | the ballot envelope in the official carrier envelope and then seal |
|---|
| 18 | 18 | | the carrier envelope, and sign the certificate on the carrier |
|---|
| 19 | 19 | | envelope using ink on paper. Except as provided by Subsection (f), |
|---|
| 20 | 20 | | an [An] electronic signature or photocopied signature is not |
|---|
| 21 | 21 | | permitted. |
|---|
| 22 | 22 | | (f) An electronic signature or photocopied signature is |
|---|
| 23 | 23 | | permitted to the extent necessary to reasonably accommodate an |
|---|
| 24 | 24 | | individual who is unable to sign by hand. |

| 25 | 25 | | SECTION 2. Section 86.0051, Election Code, is amended by |
|---|
| 26 | 26 | | amending Subsection (b) and adding Subsection (g) to read as |
|---|
| 27 | 27 | | follows: |
|---|
| 28 | 28 | | (b) A person other than the voter who assists a voter by |
|---|
| 29 | 29 | | depositing the carrier envelope in the mail or with a common or |
|---|
| 30 | 30 | | contract carrier or who obtains the carrier envelope for that |
|---|
| 31 | 31 | | purpose must provide the person's signature, printed name, and |
|---|
| 32 | 32 | | residence address on the reverse side of the envelope. The person |
|---|
| 33 | 33 | | must sign the envelope using ink on paper. Except as provided by |
|---|
| 34 | 34 | | Subsection (g), an [An] electronic signature or photocopied |
|---|
| 35 | 35 | | signature is not permitted. |
|---|
| 36 | 36 | | (g) An electronic signature or photocopied signature is |
|---|
| 37 | 37 | | permitted to the extent necessary to reasonably accommodate an |
