77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study by the Texas Division of Emergency Management of
1010 the potential effects of droughts and wildfires in this state.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. DEFINITION. In this Act, "division" means the
1313 Texas Division of Emergency Management.
1414 SECTION 2. STUDY. (a) The division shall conduct a study
1515 regarding the potential effects of droughts and wildfires in this
1616 state over the next 50 years. The study must include an assessment
1717 of:
1818 (1) the projected ecological effects of droughts and
1919 wildfires, including:
2020 (A) harm to plants, animals, and water bodies;
2121 and
2222 (B) damage to state parks and other public lands;
2323 (2) the projected effects of droughts on the
2424 temperature in urban areas, including:
2525 (A) increases in the demand for energy and water;
2626 (B) demands on public health facilities;
2727 (C) any decline in business productivity; and
2828 (D) any decline in tourism;
2929 (3) the projected economic effects of droughts and
3030 wildfires, including:
3131 (A) agricultural losses; and
3232 (B) damage to infrastructure;
3333 (4) vulnerabilities to droughts and wildfires;
3434 (5) the availability of local resources to combat
3535 wildfires and adapt to droughts; and
3636 (6) potential mitigation strategies for reducing the
3737 risk of and damage caused by droughts and wildfires.
3838 (b) In conducting the study, the division shall solicit and
3939 consider information from:
4040 (1) the Department of Public Safety;
4141 (2) the Department of Agriculture;
4242 (3) the Parks and Wildlife Department;
4343 (4) the Texas Commission on Environmental Quality; and
4444 (5) other agencies, municipalities, and environmental
4545 organizations as necessary.
4646 SECTION 3. REPORT. Not later than March 1, 2026, the
4747 division shall submit to the governor, the lieutenant governor, the
4848 speaker of the house of representatives, and each standing
4949 committee of the legislature with primary jurisdiction over the
5050 division, the Department of Public Safety, the Department of
5151 Agriculture, the Parks and Wildlife Department, and the Texas
5252 Commission on Environmental Quality a written report that includes
5353 a summary of the study and any legislative recommendations based on
5454 the study.
5555 SECTION 4. EXPIRATION. This Act expires January 1, 2027.
5656 SECTION 5. EFFECTIVE DATE. This Act takes effect
5757 immediately if it receives a vote of two-thirds of all the members
5858 elected to each house, as provided by Section 39, Article III, Texas
5959 Constitution. If this Act does not receive the vote necessary for
6060 immediate effect, this Act takes effect September 1, 2025.
