88 AN ACT
99 relating to the establishment of the governor's task force on the
1010 governance of early childhood education and care.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subtitle D, Title 4, Government Code, is amended
1313 by adding Chapter 455 to read as follows:
1414 CHAPTER 455. GOVERNOR'S TASK FORCE ON GOVERNANCE OF EARLY
1515 CHILDHOOD EDUCATION AND CARE
1616 Sec. 455.001. DEFINITION. In this chapter, "task force"
1717 means the governor's task force on the governance of early
1818 childhood education and care established under this chapter.
1919 Sec. 455.002. ESTABLISHMENT. (a) The governor's task
2020 force on the governance of early childhood education and care is
2121 established to address the governance and operational challenges of
2222 the early childhood education system in this state.
2323 (b) The task force is administratively attached to the Texas
2424 Education Agency.
2525 Sec. 455.003. MEMBERS. (a) The task force shall include a
2626 steering committee composed of the following members:
2727 (1) the executive commissioner of the Health and Human
2828 Services Commission;
2929 (2) the commissioner of the Texas Education Agency;
3030 (3) the chair of the Texas Workforce Commission;
3131 (4) relevant division directors designated by the
3232 individuals described by Subdivisions (1), (2), and (3); and
3333 (5) the Texas Education Agency's inter-agency deputy
3434 director of early childhood support.
3535 (b) The task force is composed of the following members:
3636 (1) one public school teacher certified to teach
3737 prekindergarten;
3838 (2) one certified teacher who is employed by a private
3939 child-care facility or prekindergarten program;
4040 (3) a representative from the Texas Head Start State
4141 Collaboration Office appointed by the governor;
4242 (4) a representative from the Department of State
4343 Health Services appointed by the governor;
4444 (5) two representatives from the Texas Early Learning
4545 Council designated by the steering committee described by
4646 Subsection (a); and
4747 (6) at least two but not more than five individuals
4848 with knowledge of early childhood education and care or experience
4949 as a direct operator of an early childhood education and care
5050 program, including business and community leaders, representatives
5151 of nonprofit organizations, and other relevant stakeholders,
5252 appointed by the governor.
5353 (c) The governor shall appoint the chair of the task force.
5454 (d) Chapter 2110 does not apply to the size, composition, or
5555 duration of the task force.
5656 Sec. 455.004. POWERS AND DUTIES. (a) The task force shall:
5757 (1) examine governance and operational challenges in
5858 the early childhood education and care system, including federal
5959 and local child-care programs and regulations governing those
6060 programs;
6161 (2) with a focus on improving government efficiency,
6262 conduct a comprehensive review of the existing functions and
6363 responsibilities of the Health and Human Services Commission, Texas
6464 Education Agency, and Texas Workforce Commission related to early
6565 childhood education and care; and
6666 (3) consider methods for a large-scale redesign of the
6767 administration of early childhood programs to improve efficiency,
6868 service delivery, quality of care, and the efficient use of
6969 funding.
7070 (b) The steering committee of the task force shall:
7171 (1) align goals and metrics of the Health and Human
7272 Services Commission, Texas Education Agency, and Texas Workforce
7373 Commission to measure progress, including aligning statewide data
7474 systems; and
7575 (2) require the Health and Human Services Commission,
7676 Texas Education Agency, and Texas Workforce Commission to complete
7777 and submit to the task force periodic progress reports and
7878 regularly refine statewide goals and strategic plans to ensure
7979 alignment with evolving early childhood education and care needs.
8080 (c) From money appropriated or otherwise available for the
8181 purpose, the Texas Education Agency shall pay the costs of data
8282 system integration, research, and administration for the task
8383 force.
8484 Sec. 455.005. REPORT. Not later than December 1, 2026, the
8585 task force shall develop and submit to the legislature policy and
8686 budget recommendations designed to improve early childhood
8787 education and care governance that will:
8888 (1) facilitate and improve early childhood education
8989 and care participant engagement with state agencies; and
9090 (2) lead to improved operational efficiency,
9191 increased affordable child care capacity, and improved
9292 kindergarten readiness.
9393 Sec. 455.006. EXPIRATION. The task force is abolished and
9494 this chapter expires September 1, 2027.
9595 SECTION 2. This Act takes effect immediately if it receives
9696 a vote of two-thirds of all the members elected to each house, as
9797 provided by Section 39, Article III, Texas Constitution. If this
9898 Act does not receive the vote necessary for immediate effect, this
9999 Act takes effect September 1, 2025.
