| 9 | 9 | | relating to an elective course on community safety and firearm |

| 10 | 10 | | safety for certain public high school students. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter A, Chapter 28, Education Code, is |
|---|
| 13 | 13 | | amended by adding Section 28.0121 to read as follows: |
|---|
| 14 | 14 | | Sec. 28.0121. ELECTIVE COURSE ON COMMUNITY SAFETY AND |
|---|
| 15 | 15 | | FIREARM SAFETY. (a) A school district or open-enrollment charter |
|---|
| 16 | 16 | | school may offer to students in grade 12 an elective course on |
|---|
| 17 | 17 | | community safety and firearm safety that meets the requirements for |
|---|
| 18 | 18 | | an elective credit under Section 28.025. |
|---|
| 19 | 19 | | (b) A course under this section must include: |
|---|
| 20 | 20 | | (1) during the first half of the course for which a |
|---|
| 21 | 21 | | student may earn one-half elective credit, instruction relating to: |
|---|
| 22 | 22 | | (A) family violence prevention, including |
|---|
| 23 | 23 | | relevant family violence education; |
|---|
| 24 | 24 | | (B) sexual assault prevention, including |
|---|
| 25 | 25 | | relevant sexual assault education; and |
|---|
| 26 | 26 | | (C) self-defense tactics; and |
|---|
| 27 | 27 | | (2) during the second half of the course for which a |
|---|
| 28 | 28 | | student may earn one-half elective credit: |
|---|
| 29 | 29 | | (A) instruction relating to firearm safety, |
|---|
| 30 | 30 | | including relevant firearm education; |
|---|
| 31 | 31 | | (B) information on state and federal laws |
|---|
| 32 | 32 | | governing the use of firearms; and |
|---|
| 33 | 33 | | (C) information contained in the classroom |
|---|
| 34 | 34 | | instruction portion of the handgun proficiency course described by |
|---|
| 35 | 35 | | Section 411.188, Government Code. |
|---|
| 36 | 36 | | (c) A student may not enroll in the second half of a course |
|---|
| 37 | 37 | | under this section unless the student has satisfactorily completed |
|---|
| 38 | 38 | | the first half of the course. |
|---|
| 39 | 39 | | (d) If during the course of instruction, a student enrolled |
|---|
| 40 | 40 | | in a course under this section discloses to a teacher that the |
|---|
| 41 | 41 | | student has been a victim of or is experiencing issues relating to |
|---|
| 42 | 42 | | family violence or sexual assault, the teacher shall provide the |
|---|
| 43 | 43 | | student with information regarding appropriately licensed health |
|---|
| 44 | 44 | | professionals. |
|---|
| 45 | 45 | | SECTION 2. This Act applies beginning with the 2026-2027 |
|---|
| 46 | 46 | | school year. |
|---|
| 47 | 47 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 48 | 48 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 49 | 49 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 50 | 50 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 51 | 51 | | Act takes effect September 1, 2025. |
