77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to an elective course on community safety and firearm
1010 safety for certain public high school students.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1313 amended by adding Section 28.0121 to read as follows:
1414 Sec. 28.0121. ELECTIVE COURSE ON COMMUNITY SAFETY AND
1515 FIREARM SAFETY. (a) A school district or open-enrollment charter
1616 school may offer to students in grade 12 an elective course on
1717 community safety and firearm safety that meets the requirements for
1818 an elective credit under Section 28.025.
1919 (b) A course under this section must include:
2020 (1) during the first half of the course for which a
2121 student may earn one-half elective credit, instruction relating to:
2222 (A) family violence prevention, including
2323 relevant family violence education;
2424 (B) sexual assault prevention, including
2525 relevant sexual assault education; and
2626 (C) self-defense tactics; and
2727 (2) during the second half of the course for which a
2828 student may earn one-half elective credit:
2929 (A) instruction relating to firearm safety,
3030 including relevant firearm education;
3131 (B) information on state and federal laws
3232 governing the use of firearms; and
3333 (C) information contained in the classroom
3434 instruction portion of the handgun proficiency course described by
3535 Section 411.188, Government Code.
3636 (c) A student may not enroll in the second half of a course
3737 under this section unless the student has satisfactorily completed
3838 the first half of the course.
3939 (d) If during the course of instruction, a student enrolled
4040 in a course under this section discloses to a teacher that the
4141 student has been a victim of or is experiencing issues relating to
4242 family violence or sexual assault, the teacher shall provide the
4343 student with information regarding appropriately licensed health
4444 professionals.
4545 SECTION 2. This Act applies beginning with the 2026-2027
4646 school year.
4747 SECTION 3. This Act takes effect immediately if it receives
4848 a vote of two-thirds of all the members elected to each house, as
4949 provided by Section 39, Article III, Texas Constitution. If this
5050 Act does not receive the vote necessary for immediate effect, this
5151 Act takes effect September 1, 2025.
