| 11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 12 | 12 | SECTION 1. Section 51.9715, Education Code, is amended by | |
| 13 | 13 | adding Subsections (c), (d), and (e) to read as follows: | |
| 14 | 14 | (c) A postsecondary educational institution may not refuse | |
| 15 | 15 | to issue a transcript to a current or former student based solely on | |
| 16 | 16 | the student's default on a student loan administered by the | |
| 17 | 17 | coordinating board. | |
| 18 | 18 | (d) If a postsecondary educational institution charges a | |
| 19 | 19 | fee in connection with the issuance of a transcript under this | |
| 20 | 20 | section, the amount of the fee must be the same for each student | |
| 21 | 21 | regardless of whether the student is in default on a student loan | |
| 22 | 22 | administered by the coordinating board. | |
| 23 | 23 | (e) In this section: | |
| 24 | 24 | (1) "Coordinating board" means the Texas Higher | |
| 25 | 25 | Education Coordinating Board. | |
| 26 | 26 | (2) "Postsecondary educational institution" includes | |
| 27 | 27 | an institution of higher education and a private or independent | |
| 28 | 28 | institution of higher education as those terms are defined by | |
| 29 | 29 | Section 61.003. | |
| 30 | 30 | SECTION 2. This Act takes effect September 1, 2025. |
