66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to the issuance of a transcript by a postsecondary
99 educational institution to a student who is in default on certain
1010 student loans.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 51.9715, Education Code, is amended by
1313 adding Subsections (c), (d), and (e) to read as follows:
1414 (c) A postsecondary educational institution may not refuse
1515 to issue a transcript to a current or former student based solely on
1616 the student's default on a student loan administered by the
1717 coordinating board.
1818 (d) If a postsecondary educational institution charges a
1919 fee in connection with the issuance of a transcript under this
2020 section, the amount of the fee must be the same for each student
2121 regardless of whether the student is in default on a student loan
2222 administered by the coordinating board.
2323 (e) In this section:
2424 (1) "Coordinating board" means the Texas Higher
2525 Education Coordinating Board.
2626 (2) "Postsecondary educational institution" includes
2727 an institution of higher education and a private or independent
2828 institution of higher education as those terms are defined by
2929 Section 61.003.
3030 SECTION 2. This Act takes effect September 1, 2025.
