| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 44.0041, Education Code, is amended to |
|---|
| 12 | 12 | | read as follows: |
|---|
| 13 | 13 | | Sec. 44.0041. PUBLICATION OF LINE-ITEM [SUMMARY OF |
|---|
| 14 | 14 | | PROPOSED] BUDGET. [(a)] Concurrently with the publication of |
|---|
| 15 | 15 | | notice of the budget under Section 44.004, a school district shall |
|---|
| 16 | 16 | | post the district's proposed budget in line-item form [a summary of |
|---|
| 17 | 17 | | the proposed budget]: |
|---|
| 18 | 18 | | (1) on the school district's Internet website; or |
|---|
| 19 | 19 | | (2) if the district has no Internet website, in the |
|---|
| 20 | 20 | | district's central administrative office. |
|---|
| 21 | 21 | | [(b) The budget summary must include: |
|---|
| 22 | 22 | | [(1) information relating to per student and aggregate |
|---|
| 23 | 23 | | spending on: |
|---|
| 24 | 24 | | [(A) instruction; |
|---|
| 25 | 25 | | [(B) instructional support; |
|---|
| 26 | 26 | | [(C) central administration; |
|---|
| 27 | 27 | | [(D) district operations; |
|---|
| 28 | 28 | | [(E) debt service; and |
|---|
| 29 | 29 | | [(F) any other category designated by the |
|---|
| 30 | 30 | | commissioner; and |
|---|
| 31 | 31 | | [(2) a comparison to the previous year's actual |
|---|
| 32 | 32 | | spending.] |

| 33 | 33 | | SECTION 2. Section 44.0051, Education Code, is amended to |
|---|
| 34 | 34 | | read as follows: |
|---|
| 35 | 35 | | (a) On final approval of the budget by the board of |
|---|
| 36 | 36 | | trustees, the school district shall post on the district's Internet |
|---|
| 37 | 37 | | website a copy of the budget adopted by the board of trustees in |
|---|
| 38 | 38 | | line-item form. The district's Internet website must prominently |
|---|
| 39 | 39 | | display the electronic link to the adopted budget in line-item |
|---|
| 40 | 40 | | form. |
|---|
| 41 | 41 | | (b) The district shall maintain the adopted budget, in |
|---|
| 42 | 42 | | line-item form, on the district's Internet website until the third |
|---|
| 43 | 43 | | anniversary of the date the budget was adopted. |
|---|
| 44 | 44 | | SECTION 3. Section 102.005(c), Local Government Code, is |
|---|
| 45 | 45 | | amended to read as follows: |
|---|
| 46 | 46 | | (c) The proposed budget shall be available in line-item form |
|---|
| 47 | 47 | | for inspection by any person. If the municipality maintains an |
|---|
| 48 | 48 | | Internet website, the municipal clerk shall take action to ensure |
|---|
| 49 | 49 | | that the proposed budget is posted on the website in line-item form. |
|---|
| 50 | 50 | | SECTION 4. Section 102.008(a), Local Government Code, is |
|---|
| 51 | 51 | | amended to read as follows: |
|---|
| 52 | 52 | | (a) On final approval of the budget by the governing body of |
|---|
| 53 | 53 | | the municipality, the governing body shall: |
|---|
| 54 | 54 | | (1) file the budget with the municipal clerk; and |
|---|
| 55 | 55 | | (2) if the municipality maintains an Internet website, |
|---|
| 56 | 56 | | take action to ensure that: |
|---|
| 57 | 57 | | (A) a copy of the budget, including the cover |
|---|
| 58 | 58 | | page, is posted on the website in line-item form; and |
|---|
| 59 | 59 | | (B) the record vote described by Section |
|---|
| 60 | 60 | | 102.007(d)(2) is posted on the website at least until the first |
|---|
| 61 | 61 | | anniversary of the date the budget is adopted. |
|---|
| 62 | 62 | | SECTION 5. This Act takes effect September 1, 2025. |
