66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to required instruction in the Success Sequence for
99 students in public schools.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1212 amended by adding Section 28.0025 to read as follows:
1313 Sec. 28.0025. SUCCESS SEQUENCE. (a) In this section,
1414 "Success Sequence" means the following series of evidence-based
1515 sequential milestones shown to help young adults achieve economic
1616 prosperity:
1717 (1) obtaining at least a high school degree and
1818 acquiring additional training in preparation for entering the
1919 workforce;
2020 (2) securing full-time employment; and
2121 (3) marrying before having any children.
2222 (b) The State Board of Education by rule shall require that
2323 all students receive instruction in the Success Sequence at least
2424 twice prior to graduation beginning with the 2026-2027 school year.
2525 Instruction in the Success Sequence must be provided to students
2626 during grade 6 and grade 10.
2727 (c) The State Board of Education shall develop curriculum to
2828 be adopted by school districts and open-enrollment charter schools
2929 that provides grade-level appropriate instruction describing the
3030 positive personal and societal outcomes associated with the Success
3131 Sequence. The curriculum must incorporate evidence drawn from
3232 seminal academic studies on the Success Sequence, including:
3333 (1) "Creating an Opportunity Society" by Ron Haskins
3434 and Isabel Sawhill of The Brookings Institution;
3535 (2) "The Millennial Success Sequence" by Wendy Wang
3636 and Brad Wilcox of the American Enterprise Institute and the
3737 Institute for Family Studies; and
3838 (3) "Assessing the Benefits of the Success Sequence
3939 for Economic Self-Sufficiency and Family Stability" by Hande Inanc,
4040 Ariella Spitzer, and Brian Gosling for the U.S. Department of
4141 Health and Human Services.
4242 (d) The State Board of Education may partner with
4343 Texas-based nonprofit organizations with an established track
4444 record of providing instruction on the Success Sequence in the
4545 development of the curriculum required by this section.
4646 (e) A school district or open-enrollment charter school
4747 shall provide instruction to students in grade 6 and grade 10 in the
4848 theory and application of the Success Sequence in a manner
4949 consistent with the requirements of this section, State Board of
5050 Education rules, and the curriculum adopted under this section.
5151 The instruction may be provided as a part of required curriculum in
5252 health, economics, or personal financial literacy.
5353 SECTION 2. This Act takes effect September 1, 2025.
