78 AN ACT
89 relating to certain governmental operations affecting the border
910 region.
1011 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1112 SECTION 1. Section 2056.002(e)(3), Government Code, is
1213 amended to read as follows:
1314 (3) "Texas-Mexico border region" means the area
1415 consisting of the counties of Atascosa, Bandera, Bee, Bexar,
1516 Brewster, Brooks, Cameron, Crockett, Culberson, Dimmit, Duval,
1617 Edwards, El Paso, Frio, Hidalgo, Hudspeth, Jeff Davis, Jim Hogg,
1718 Jim Wells, Karnes, Kenedy, Kerr, Kimble, Kinney, Kleberg, La Salle,
1819 Live Oak, Loving, Mason, Maverick, McCulloch, McMullen, Medina,
1920 Menard, Nueces, Pecos, Presidio, Reagan, Real, Reeves, San
2021 Patricio, Starr, Sutton, Terrell, Upton, Uvalde, Val Verde, Ward,
2122 Webb, Willacy, Wilson, Zapata, and Zavala.
2223 SECTION 2. Section 61.0821(a), Education Code, is amended
2324 to read as follows:
2425 (a) In this section, "border region" has the meaning
2526 assigned to "Texas-Mexico border region" by Section 2056.002,
2627 Government Code [means the area composed of the counties of
2728 Atascosa, Bandera, Bexar, Brewster, Brooks, Cameron, Crockett,
2829 Culberson, Dimmit, Duval, Edwards, El Paso, Frio, Hidalgo,
2930 Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kerr, Kimble,
3031 Kinney, Kleberg, Live Oak, La Salle, Maverick, McMullen, Medina,
3132 Nueces, Pecos, Presidio, Real, Reeves, San Patricio, Starr, Sutton,
3233 Terrell, Uvalde, Val Verde, Webb, Willacy, Zapata, and Zavala].
3334 SECTION 3. Section 61.506(b), Education Code, is amended to
3435 read as follows:
3536 (b) Each of the pilot programs must provide services to an
3637 economically depressed or rural medically underserved area of the
3738 state. One pilot program must be located in an urban area, one
3839 pilot program must be located in a rural area, and the remaining
3940 pilot program or programs must be located in the Texas-Mexico
4041 border region as defined by Section 2056.002 [481.001], Government
4142 Code.
42- SECTION 4. Section 772.011(d), Government Code, is amended

4556 assigned to "Texas-Mexico border region" by Section 2056.002 [means
4657 the portion of this state located within 100 kilometers of this
4758 state's international border].

5270 [means the area consisting of the counties immediately adjacent to
5371 the international boundary between the United States and Mexico].
54- SECTION 6. Section 201.109(b), Transportation Code, is

6280 assets in the development of highway projects;
6381 (3) setting and attempting to meet annual revenue
6482 enhancement goals;
6583 (4) reporting on the progress in meeting revenue
6684 enhancement goals in the department's annual report;
6785 (5) contracting for an independent audit of the
6886 department's management and business operations in 2007 and each
6987 12th year after 2007;
7088 (6) developing a cost-benefit analysis between the use
7189 of local materials previously incorporated into roadways versus use
7290 of materials blended or transported from other sources; and
7391 (7) increasing private investment in the
7492 transportation infrastructure, including the acquisition of
7593 causeways, bridges, tunnels, turnpikes, or other transportation
7694 facilities, in the Texas-Mexico border region, as defined by
7795 Section 2056.002, Government Code [including the counties of
7896 Atascosa, Bandera, Bexar, Brewster, Brooks, Cameron, Crockett,
7997 Culberson, Dimmit, Duval, Edwards, El Paso, Frio, Hidalgo,
8098 Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kerr, Kimble,
8199 Kinney, Kleberg, La Salle, Live Oak, Maverick, McMullen, Medina,
82100 Nueces, Pecos, Presidio, Real, Reeves, San Patricio, Starr, Sutton,
83101 Terrell, Uvalde, Val Verde, Webb, Willacy, Zapata, and Zavala].
84- SECTION 7. Section 6.112(a), Water Code, is amended to read
