7	8		AN ACT
8	9		relating to certain governmental operations affecting the border
9	10		region.
10	11		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	12		SECTION 1. Section 2056.002(e)(3), Government Code, is
12	13		amended to read as follows:
13	14		(3) "Texas-Mexico border region" means the area
14	15		consisting of the counties of Atascosa, Bandera, Bee, Bexar,
15	16		Brewster, Brooks, Cameron, Crockett, Culberson, Dimmit, Duval,
16	17		Edwards, El Paso, Frio, Hidalgo, Hudspeth, Jeff Davis, Jim Hogg,
17	18		Jim Wells, Karnes, Kenedy, Kerr, Kimble, Kinney, Kleberg, La Salle,
18	19		Live Oak, Loving, Mason, Maverick, McCulloch, McMullen, Medina,
19	20		Menard, Nueces, Pecos, Presidio, Reagan, Real, Reeves, San
20	21		Patricio, Starr, Sutton, Terrell, Upton, Uvalde, Val Verde, Ward,
21	22		Webb, Willacy, Wilson, Zapata, and Zavala.
22	23		SECTION 2. Section 61.0821(a), Education Code, is amended
23	24		to read as follows:
24	25		(a) In this section, "border region" has the meaning
25	26		assigned to "Texas-Mexico border region" by Section 2056.002,
26	27		Government Code [means the area composed of the counties of
27	28		Atascosa, Bandera, Bexar, Brewster, Brooks, Cameron, Crockett,
28	29		Culberson, Dimmit, Duval, Edwards, El Paso, Frio, Hidalgo,
29	30		Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kerr, Kimble,
30	31		Kinney, Kleberg, Live Oak, La Salle, Maverick, McMullen, Medina,
31	32		Nueces, Pecos, Presidio, Real, Reeves, San Patricio, Starr, Sutton,
32	33		Terrell, Uvalde, Val Verde, Webb, Willacy, Zapata, and Zavala].
33	34		SECTION 3. Section 61.506(b), Education Code, is amended to
34	35		read as follows:
35	36		(b) Each of the pilot programs must provide services to an
36	37		economically depressed or rural medically underserved area of the
37	38		state. One pilot program must be located in an urban area, one
38	39		pilot program must be located in a rural area, and the remaining
39	40		pilot program or programs must be located in the Texas-Mexico
40	41		border region as defined by Section 2056.002 [481.001], Government
41	42		Code.
42		-	SECTION 4. Section 772.011(d), Government Code, is amended

	53	+	SECTION 5. Section 772.011(d), Government Code, is amended
43	54		to read as follows:
44	55		(d) In this section, "border region" has the meaning
45	56		assigned to "Texas-Mexico border region" by Section 2056.002 [means
46	57		the portion of this state located within 100 kilometers of this
47	58		state's international border].
48		-	SECTION 5. Section 120.001(1), Health and Safety Code, is

50	68		(1) "Border region" has the meaning assigned to
51	69		"Texas-Mexico border region" by Section 2056.002, Government Code
52	70		[means the area consisting of the counties immediately adjacent to
53	71		the international boundary between the United States and Mexico].
54		-	SECTION 6. Section 201.109(b), Transportation Code, is

56	74		(b) In carrying out this section, the commission shall

58	76		(1) maximizing the generation of revenue from existing

62	80		assets in the development of highway projects;
63	81		(3) setting and attempting to meet annual revenue
64	82		enhancement goals;
65	83		(4) reporting on the progress in meeting revenue
66	84		enhancement goals in the department's annual report;
67	85		(5) contracting for an independent audit of the
68	86		department's management and business operations in 2007 and each
69	87		12th year after 2007;
70	88		(6) developing a cost-benefit analysis between the use
71	89		of local materials previously incorporated into roadways versus use
72	90		of materials blended or transported from other sources; and
73	91		(7) increasing private investment in the
74	92		transportation infrastructure, including the acquisition of
75	93		causeways, bridges, tunnels, turnpikes, or other transportation
76	94		facilities, in the Texas-Mexico border region, as defined by
77	95		Section 2056.002, Government Code [including the counties of
78	96		Atascosa, Bandera, Bexar, Brewster, Brooks, Cameron, Crockett,
79	97		Culberson, Dimmit, Duval, Edwards, El Paso, Frio, Hidalgo,
80	98		Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kerr, Kimble,
81	99		Kinney, Kleberg, La Salle, Live Oak, Maverick, McMullen, Medina,
82	100		Nueces, Pecos, Presidio, Real, Reeves, San Patricio, Starr, Sutton,
83	101		Terrell, Uvalde, Val Verde, Webb, Willacy, Zapata, and Zavala].
84		-	SECTION 7. Section 6.112(a), Water Code, is amended to read
