77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the instruction on bullying and harassment included in
1010 the required health curriculum for public school students.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 28.002(s), Education Code, is amended to
1313 read as follows:
1414 (s) In this subsection, "bullying" has the meaning assigned
1515 by Section 37.0832 and "harassment" has the meaning assigned by
1616 Section 37.001. In addition to any other essential knowledge and
1717 skills the State Board of Education adopts for the health
1818 curriculum under Subsection (a)(2)(B), the board shall adopt for
1919 the health curriculum, in consultation with the Texas School Safety
2020 Center, essential knowledge and skills that include evidence-based
2121 practices that will effectively:
2222 (1) address awareness, prevention, identification,
2323 self-defense in response to, and resolution of and intervention in
2424 bullying and harassment; and
2525 (2) teach respect for another person's bodily autonomy
2626 and confidence in protecting one's own bodily autonomy.
2727 SECTION 2. This Act applies beginning with the 2025-2026
2828 school year.
2929 SECTION 3. This Act takes effect immediately if it receives
3030 a vote of two-thirds of all the members elected to each house, as
3131 provided by Section 39, Article III, Texas Constitution. If this
3232 Act does not receive the vote necessary for immediate effect, this
3333 Act takes effect September 1, 2025.
