77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study of this state's response to plant disease or
1010 pest outbreaks.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. STUDY. The Texas A&M AgriLife Extension Service
1313 shall conduct a study to evaluate this state's response to plant
1414 disease or pest outbreaks, including how this state identifies or
1515 is notified of an outbreak and this state's capabilities for
1616 handling and containing an outbreak.
1717 SECTION 2. REPORT. Not later than December 1, 2026, the
1818 Texas A&M AgriLife Extension Service shall submit a report on the
1919 results of the study required to be conducted under this Act to the
2020 governor, the lieutenant governor, the speaker of the house of
2121 representatives, each member of the legislature, and the
2222 commissioner of agriculture. The report must include
2323 recommendations for improving this state's current system of
2424 identifying and reporting plant disease or pest outbreaks and this
2525 state's response to plant disease or pest outbreaks.
2626 SECTION 3. EXPIRATION. This Act expires September 1, 2027.
2727 SECTION 4. EFFECTIVE DATE. This Act takes effect
2828 immediately if it receives a vote of two-thirds of all the members
2929 elected to each house, as provided by Section 39, Article III, Texas
3030 Constitution. If this Act does not receive the vote necessary for
3131 immediate effect, this Act takes effect September 1, 2025.
