9 | 9 | | relating to a study of this state's response to plant disease or |

10 | 10 | | pest outbreaks. |

11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. STUDY. The Texas A&M AgriLife Extension Service |
---|
13 | 13 | | shall conduct a study to evaluate this state's response to plant |
---|
14 | 14 | | disease or pest outbreaks, including how this state identifies or |
---|
15 | 15 | | is notified of an outbreak and this state's capabilities for |
---|
16 | 16 | | handling and containing an outbreak. |
---|
17 | 17 | | SECTION 2. REPORT. Not later than December 1, 2026, the |
---|
18 | 18 | | Texas A&M AgriLife Extension Service shall submit a report on the |
---|
19 | 19 | | results of the study required to be conducted under this Act to the |
---|
20 | 20 | | governor, the lieutenant governor, the speaker of the house of |
---|
21 | 21 | | representatives, each member of the legislature, and the |
---|
22 | 22 | | commissioner of agriculture. The report must include |
---|
23 | 23 | | recommendations for improving this state's current system of |
---|
24 | 24 | | identifying and reporting plant disease or pest outbreaks and this |
---|
25 | 25 | | state's response to plant disease or pest outbreaks. |
---|
26 | 26 | | SECTION 3. EXPIRATION. This Act expires September 1, 2027. |
---|
27 | 27 | | SECTION 4. EFFECTIVE DATE. This Act takes effect |
---|
28 | 28 | | immediately if it receives a vote of two-thirds of all the members |
---|
29 | 29 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
30 | 30 | | Constitution. If this Act does not receive the vote necessary for |
---|
31 | 31 | | immediate effect, this Act takes effect September 1, 2025. |
