77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the voter registration of naturalized United States
1010 citizens.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 13.002(a), Election Code, is amended to
1313 read as follows:
1414 (a) Except as provided by Section 13.009, a [A] person
1515 desiring to register to vote must submit an application to the
1616 registrar of the county in which the person resides. Except as
1717 provided by Subsection (e), an application must be submitted by
1818 personal delivery, by mail, or by telephonic facsimile machine in
1919 accordance with Sections 13.143(d) and (d-2).
2020 SECTION 2. Subchapter A, Chapter 13, Election Code, is
2121 amended by adding Section 13.009 to read as follows:
2222 Sec. 13.009. VOTER REGISTRATION OF NATURALIZED CITIZEN.
2323 (a) The voter registrar of each county shall automatically
2424 register a resident of the county who is eligible to vote as
2525 provided by Section 13.001 upon issuance of a certificate of
2626 naturalization by the United States Citizenship and Immigration
2727 Services.
2828 (b) For the purposes of Subsection (a), the Department of
2929 Public Safety may, in cooperation with the United States
3030 Citizenship and Immigration Services, establish a procedure by
3131 which the United States Citizenship and Immigration Services
3232 notifies the department when a person lawfully present in this
3333 state is issued a certificate of naturalization.
3434 (c) A procedure established under Subsection (b) must
3535 require the Department of Public Safety to provide the information
3636 received from the United States Citizenship and Immigration
3737 Services to the appropriate county registrar.
3838 (d) If the United States Citizenship and Immigration
3939 Services fails to notify the Department of Public Safety that a
4040 person lawfully present in this state has been issued a certificate
4141 of naturalization, the newly naturalized citizen may present the
4242 certificate of naturalization to the appropriate county registrar
4343 in satisfaction of Section 13.002(c)(3). The registrar shall
4444 assist the person in registering to vote.
4545 (e) The secretary of state may adopt rules to implement this
4646 section as necessary.
4747 SECTION 3. This Act takes effect September 1, 2025.
