| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter B, Chapter 13, Election Code, is |
|---|
| 13 | 13 | | amended by adding Section 13.0315 to read as follows: |
|---|
| 14 | 14 | | Sec. 13.0315. RENEWAL OF APPOINTMENT. (a) The registrar |
|---|
| 15 | 15 | | may, not later than November 30 of an even-numbered year, deliver |
|---|
| 16 | 16 | | notice to each volunteer deputy registrar in the county that the |
|---|
| 17 | 17 | | volunteer deputy registrar's term of appointment expires on |
|---|
| 18 | 18 | | December 31 of that year. Notice may be delivered by mail or by |
|---|
| 19 | 19 | | e-mail. |
|---|
| 20 | 20 | | (b) Notice delivered under this section must be accompanied |
|---|
| 21 | 21 | | by: |
|---|
| 22 | 22 | | (1) a renewal application, in a form determined by the |
|---|
| 23 | 23 | | registrar; and |
|---|
| 24 | 24 | | (2) information about any changes in election law that |
|---|
| 25 | 25 | | are relevant to the role of volunteer deputy registrar and that have |
|---|
| 26 | 26 | | occurred during the person's term of appointment. |
|---|
| 27 | 27 | | (c) The registrar shall immediately appoint a volunteer |
|---|
| 28 | 28 | | deputy registrar to a new term beginning on the next January 1 if |
|---|
| 29 | 29 | | the volunteer deputy registrar: |
|---|
| 30 | 30 | | (1) signs the renewal application and returns it to |
|---|
| 31 | 31 | | the registrar before the volunteer deputy registrar's term expires; |
|---|
| 32 | 32 | | (2) signs an affidavit confirming the person has read |
|---|
| 33 | 33 | | and understood any information provided under Subsection (b)(2), if |
|---|
| 34 | 34 | | applicable; and |
|---|
| 35 | 35 | | (3) remains eligible for appointment as a volunteer |
|---|
| 36 | 36 | | deputy registrar under Section 13.031(d). |
|---|
| 37 | 37 | | (d) A volunteer deputy registrar appointed to a new term |
|---|
| 38 | 38 | | under this section is not required to attend training developed |
|---|
| 39 | 39 | | under Section 13.047 unless the person has failed to comply with any |
|---|
| 40 | 40 | | requirement imposed on a volunteer deputy registrar under this |
|---|
| 41 | 41 | | subchapter or other law. |

| 42 | 42 | | SECTION 2. This Act takes effect September 1, 2025. |
