| 11 | 11 | SECTION 1. Section 11.151(d), Education Code, is amended to | |
| 12 | 12 | read as follows: | |
| 13 | 13 | (d) The trustees may adopt rules and bylaws necessary to | |
| 14 | 14 | carry out the powers and duties provided by Subsection (b). The | |
| 15 | 15 | trustees may not adopt or enforce a rule, bylaw, or any other policy | |
| 16 | 16 | that restricts a trustee's ability to share the trustee's opinion on | |
| 17 | 17 | a matter voted on by the board of trustees or any other school | |
| 18 | 18 | district matter. | |
| 19 | 19 | SECTION 2. This Act takes effect September 1, 2025. |
