| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 623.219(a), Transportation Code, is |
|---|
| 14 | 14 | | amended to read as follows: |
|---|
| 15 | 15 | | (a) For a permit issued by a port authority located in a |
|---|
| 16 | 16 | | county that borders the United Mexican States, the commission |
|---|
| 17 | 17 | | [shall], with the consent of the port authority: |
|---|
| 18 | 18 | | (1) shall[,] designate the most direct route from: |
|---|
| 19 | 19 | | (A) [(1)] the Gateway International Bridge or |
|---|
| 20 | 20 | | the Veterans International Bridge at Los Tomates to the entrance of |
|---|
| 21 | 21 | | the Port of Brownsville using State Highways 48 and 4 or United |

| 22 | 22 | | States Highways 77 and 83 or using United States Highway 77 and |

| 23 | 23 | | United States Highway 83, East Loop Corridor, and State Highway 4; |

|---|
| 49 | 49 | | overweight vehicles carrying cargo in Hidalgo County on: |
