66 A BILL TO BE ENTITLED
77 AN ACT
88 relating to license plates issued for and displayed on passenger
99 cars and light trucks.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 504.010, Transportation Code, is amended
1212 by amending Subsection (a) and adding Subsection (d) to read as
1313 follows:
1414 (a) On payment of the prescribed fee, an applicant for motor
1515 vehicle registration shall be issued a license plate or set of
1616 plates, provided that the department must issue a set of two plates
1717 to an applicant for registration of a passenger car or light truck.
1818 (d) A rule adopted under Subsection (c) must authorize a
1919 passenger car or light truck to display only a rear license plate.
2020 SECTION 2. Section 504.943(a), Transportation Code, is
2121 amended to read as follows:
2222 (a) A [Except as provided by Subsection (b), a] person
2323 commits an offense if the person operates on a public highway,
2424 during a registration period, a [motor] vehicle that does not
2525 display all [two] license plates required by this chapter or a rule
2626 adopted under this chapter to be displayed on the vehicle that:
2727 (1) have been assigned by the department for the
2828 period; and
2929 (2) comply with department rules regarding the
3030 placement of license plates.
3131 SECTION 3. Section 504.943(b), Transportation Code, is
3232 repealed.
3333 SECTION 4. The change in law made by this Act applies only
3434 to an offense committed on or after the effective date of this Act.
3535 An offense committed before the effective date of this Act is
3636 governed by the law in effect on the date the offense was committed,
3737 and the former law is continued in effect for that purpose. For
3838 purposes of this section, an offense was committed before the
3939 effective date of this Act if any element of the offense occurred
4040 before that date.
4141 SECTION 5. This Act takes effect September 1, 2025.
