| 9 | 9 | | relating to the model training curriculum for school district peace |

| 10 | 10 | | officers and school resource officers. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 1701.262(c), Occupations Code, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | (c) The curriculum developed under this section must |
|---|
| 15 | 15 | | incorporate learning objectives regarding: |
|---|
| 16 | 16 | | (1) child and adolescent development and psychology; |
|---|
| 17 | 17 | | (2) positive behavioral interventions and supports, |
|---|
| 18 | 18 | | conflict resolution techniques, and restorative justice |
|---|
| 19 | 19 | | techniques; |
|---|
| 20 | 20 | | (3) de-escalation techniques and techniques for |
|---|
| 21 | 21 | | limiting the use of force, including the use of physical, |
|---|
| 22 | 22 | | mechanical, and chemical restraints; |
|---|
| 23 | 23 | | (4) the mental and behavioral health needs of children |
|---|
| 24 | 24 | | with disabilities or special needs; [and] |
|---|
| 25 | 25 | | (5) mental health crisis intervention; and |
|---|
| 26 | 26 | | (6) the effects of mental health conditions, including |
|---|
| 27 | 27 | | grief and trauma, on student behavior and the ways in which using |
|---|
| 28 | 28 | | evidence-based, grief-informed, and trauma-informed strategies |
|---|
| 29 | 29 | | support a safe school environment and protect the mental health of |
|---|
| 30 | 30 | | students affected by grief and trauma. |
|---|
| 31 | 31 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 32 | 32 | | of this Act, the Texas Commission on Law Enforcement shall amend the |
|---|
| 33 | 33 | | model training curriculum as necessary to implement Section |
|---|
| 34 | 34 | | 1701.262(c), Occupations Code, as amended by this Act. |
|---|
| 35 | 35 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 36 | 36 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 37 | 37 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 38 | 38 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 39 | 39 | | Act takes effect September 1, 2025. |
