77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the model training curriculum for school district peace
1010 officers and school resource officers.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 1701.262(c), Occupations Code, is
1313 amended to read as follows:
1414 (c) The curriculum developed under this section must
1515 incorporate learning objectives regarding:
1616 (1) child and adolescent development and psychology;
1717 (2) positive behavioral interventions and supports,
1818 conflict resolution techniques, and restorative justice
1919 techniques;
2020 (3) de-escalation techniques and techniques for
2121 limiting the use of force, including the use of physical,
2222 mechanical, and chemical restraints;
2323 (4) the mental and behavioral health needs of children
2424 with disabilities or special needs; [and]
2525 (5) mental health crisis intervention; and
2626 (6) the effects of mental health conditions, including
2727 grief and trauma, on student behavior and the ways in which using
2828 evidence-based, grief-informed, and trauma-informed strategies
2929 support a safe school environment and protect the mental health of
3030 students affected by grief and trauma.
3131 SECTION 2. As soon as practicable after the effective date
3232 of this Act, the Texas Commission on Law Enforcement shall amend the
3333 model training curriculum as necessary to implement Section
3434 1701.262(c), Occupations Code, as amended by this Act.
3535 SECTION 3. This Act takes effect immediately if it receives
3636 a vote of two-thirds of all the members elected to each house, as
3737 provided by Section 39, Article III, Texas Constitution. If this
3838 Act does not receive the vote necessary for immediate effect, this
3939 Act takes effect September 1, 2025.
