| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Chapter 443, Government Code, is amended by |
|---|
| 10 | 12 | | adding a new Section 443.0073 to read as follows: |
|---|
| 11 | 13 | | Sec. 443.0073. APPROVAL OF CAPITOL AREA TRAFFIC CHANGES. |
|---|
| 12 | 14 | | (a) This section applies to the area bounded on the north by Martin |
|---|
| 13 | 15 | | Luther King Jr. Boulevard, bounded on the east by Interstate 35, |
|---|
| 14 | 16 | | bounded on the south by Lady Bird Lake, and bounded on the west by |
|---|
| 15 | 17 | | Lamar Boulevard. |
|---|
| 16 | 18 | | (b) Notwithstanding any other law, a municipality or county |
|---|
| 17 | 19 | | may not, unless authorized by an affirmative vote of four board |
|---|
| 18 | 20 | | members, take any action, directly or indirectly, that, for a |
|---|
| 19 | 21 | | public highway, street, or alley in the area to which this section |
|---|
| 20 | 22 | | applies: |
|---|
| 21 | 23 | | (1) reduces the number of lanes of traffic; |
|---|
| 22 | 24 | | (2) closes any lanes of traffic for more than 7 |
|---|
| 23 | 25 | | consecutive days; or |
|---|
| 24 | 26 | | (3) changes the traffic flow on the lanes of traffic. |
|---|
| 25 | 27 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 26 | 28 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 27 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 28 | 30 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 29 | 31 | | Act takes effect September 1, 2025. |
