| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter A, Chapter 521, Transportation Code, |
|---|
| 13 | 13 | | is amended by adding Section 521.016 to read as follows: |
|---|
| 14 | 14 | | Sec. 521.016. LICENSE APPLICATION AND FORMS IN NEPALI. The |
|---|
| 15 | 15 | | department shall provide in Nepali: |
|---|
| 16 | 16 | | (1) the application form for an original or renewal |
|---|
| 17 | 17 | | driver's license; and |
|---|
| 18 | 18 | | (2) all other forms required under Subchapter G for an |
|---|
| 19 | 19 | | application for an original or renewal driver's license. |
|---|
| 20 | 20 | | SECTION 2. Subchapter H, Chapter 521, Transportation Code, |
|---|
| 21 | 21 | | is amended by adding Section 521.1621 to read as follows: |
|---|
| 22 | 22 | | Sec. 521.1621. ALTERNATE EXAMINATION IN NEPALI. (a) The |
|---|
| 23 | 23 | | department shall design and administer in each county of this state |
|---|
| 24 | 24 | | an alternate examination for Nepali-speaking applicants who are |
|---|
| 25 | 25 | | unable to take the regular examination in English. |
|---|
| 26 | 26 | | (b) The alternate examination must be identical to the |
|---|
| 27 | 27 | | examination administered to other applicants under Section 521.161 |
|---|
| 28 | 28 | | except that all directions and written material, other than the |
|---|
| 29 | 29 | | text of highway signs, must be in Nepali. The text of highway signs |
|---|
| 30 | 30 | | must be in English. |
|---|
| 31 | 31 | | SECTION 3. Section 521.1621, Transportation Code, as added |
|---|
| 32 | 32 | | by this Act, applies only to an application for a driver's license |
|---|
| 33 | 33 | | submitted on or after the effective date of this Act. An |
|---|
| 34 | 34 | | application for a driver's license submitted before the effective |
|---|
| 35 | 35 | | date of this Act is governed by the law in effect on the date the |
|---|
| 36 | 36 | | application is submitted, and the former law is continued in effect |
|---|
| 37 | 37 | | for that purpose. |
|---|
| 38 | 38 | | SECTION 4. This Act takes effect September 1, 2025. |
