77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the provision in the Nepali language of application
1010 forms and an alternate examination for a driver's license.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 521, Transportation Code,
1313 is amended by adding Section 521.016 to read as follows:
1414 Sec. 521.016. LICENSE APPLICATION AND FORMS IN NEPALI. The
1515 department shall provide in Nepali:
1616 (1) the application form for an original or renewal
1717 driver's license; and
1818 (2) all other forms required under Subchapter G for an
1919 application for an original or renewal driver's license.
2020 SECTION 2. Subchapter H, Chapter 521, Transportation Code,
2121 is amended by adding Section 521.1621 to read as follows:
2222 Sec. 521.1621. ALTERNATE EXAMINATION IN NEPALI. (a) The
2323 department shall design and administer in each county of this state
2424 an alternate examination for Nepali-speaking applicants who are
2525 unable to take the regular examination in English.
2626 (b) The alternate examination must be identical to the
2727 examination administered to other applicants under Section 521.161
2828 except that all directions and written material, other than the
2929 text of highway signs, must be in Nepali. The text of highway signs
3030 must be in English.
3131 SECTION 3. Section 521.1621, Transportation Code, as added
3232 by this Act, applies only to an application for a driver's license
3333 submitted on or after the effective date of this Act. An
3434 application for a driver's license submitted before the effective
3535 date of this Act is governed by the law in effect on the date the
3636 application is submitted, and the former law is continued in effect
3737 for that purpose.
3838 SECTION 4. This Act takes effect September 1, 2025.
