                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION             April 11, 2025       TO: Honorable Morgan Meyer, Chair, House Committee on Ways & Means     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB148 by Turner (relating to the qualification of candidates for, and the training and education of members of, the board of directors of an appraisal district.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. The bill would require the members of an appraisal district board of directors to complete a training provided by an accredited institution of higher learning. The training must be at least four hours and upon completion, the institution providing the training must provide a certificate of completion. This bill would require a member of the appraisal board of directors to complete the training annually. Failure to complete the training would be grounds for removal from the appraisal district board of directors.The bill would require an individual to read and sign an acknowledgement of the board of director's duties before they can be appointed to the board of directors of an appraisal district or, for an elected position on the board, before they may file an application for a place on the ballot.
