| 9 | 9 | | relating to a study of the feasibility of using seawater |

| 10 | 10 | | desalination processes in Texas. |
|---|
| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. DEFINITION. In this Act, "center" means the |
|---|
| 13 | 13 | | Texas State University Meadows Center for Water and the |
|---|
| 14 | 14 | | Environment. |
|---|
| 15 | 15 | | SECTION 2. STUDY. (a) The center shall conduct a study |
|---|
| 16 | 16 | | evaluating the ways in which this state can incentivize the |
|---|
| 17 | 17 | | creation of seawater desalination plants along the Gulf Coast. |
|---|
| 18 | 18 | | (b) In conducting the study, the center shall: |
|---|
| 19 | 19 | | (1) research international desalination plants, |
|---|
| 20 | 20 | | including plants located in Israel and Australia, and identify best |
|---|
| 21 | 21 | | practices used and potential issues encountered by international |
|---|
| 22 | 22 | | desalination plants, including any financial barriers to the |
|---|
| 23 | 23 | | development and operation of a desalination plant; and |
|---|
| 24 | 24 | | (2) include findings on the most environmentally |
|---|
| 25 | 25 | | sensitive and cost-effective methods of disposing of brine |
|---|
| 26 | 26 | | concentrate, including the potential for using brine concentrate in |
|---|
| 27 | 27 | | the production of nuclear energy. |
|---|
| 28 | 28 | | SECTION 3. REPORT. Not later than January 1, 2027, the |
|---|
| 29 | 29 | | center shall report the results of the study conducted under this |
|---|
| 30 | 30 | | Act to the governor, the lieutenant governor, the speaker of the |
|---|
| 31 | 31 | | house of representatives, and the standing committees of the senate |
|---|
| 32 | 32 | | and the house of representatives that have jurisdiction over |
|---|
| 33 | 33 | | natural resources. |
|---|
| 34 | 34 | | SECTION 4. EXPIRATION. This Act expires February 1, 2027. |
|---|
| 35 | 35 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
|---|
| 36 | 36 | | 1, 2025. |
