77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study of the feasibility of using seawater
1010 desalination processes in Texas.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. DEFINITION. In this Act, "center" means the
1313 Texas State University Meadows Center for Water and the
1414 Environment.
1515 SECTION 2. STUDY. (a) The center shall conduct a study
1616 evaluating the ways in which this state can incentivize the
1717 creation of seawater desalination plants along the Gulf Coast.
1818 (b) In conducting the study, the center shall:
1919 (1) research international desalination plants,
2020 including plants located in Israel and Australia, and identify best
2121 practices used and potential issues encountered by international
2222 desalination plants, including any financial barriers to the
2323 development and operation of a desalination plant; and
2424 (2) include findings on the most environmentally
2525 sensitive and cost-effective methods of disposing of brine
2626 concentrate, including the potential for using brine concentrate in
2727 the production of nuclear energy.
2828 SECTION 3. REPORT. Not later than January 1, 2027, the
2929 center shall report the results of the study conducted under this
3030 Act to the governor, the lieutenant governor, the speaker of the
3131 house of representatives, and the standing committees of the senate
3232 and the house of representatives that have jurisdiction over
3333 natural resources.
3434 SECTION 4. EXPIRATION. This Act expires February 1, 2027.
3535 SECTION 5. EFFECTIVE DATE. This Act takes effect September
3636 1, 2025.
