89 relating to notice of a meeting held under the open meetings law.
910 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1011 SECTION 1. The heading to Section 551.043, Government Code,
1112 is amended to read as follows:
1213 Sec. 551.043. TIME AND ACCESSIBILITY OF NOTICE; POSTING OF
1314 BUDGET; GENERAL RULE.
1415 SECTION 2. Section 551.043, Government Code, is amended by
15- amending Subsection (a) and adding Subsections (c) and (c-1) to
16- read as follows:

1718 (a) The notice of a meeting of a governmental body must be
1819 posted in a place readily accessible to the general public at all
1920 times for at least three business days [72 hours] before the
2021 scheduled date [time] of the meeting, except as provided by
2122 Sections 551.044, 551.045, 551.046, and 551.1281
2223 [551.044-551.046].
2324 (c) The notice of a meeting required to be posted under
2425 Subsection (a) at which a governmental body will discuss or adopt a
25- budget for the governmental body must include:
26- (1) a physical copy of the budget unless the
27- governmental body has made the budget clearly accessible on the
28- home page of the governmental body's Internet website; and
29- (2) a taxpayer impact statement showing, for the
30- median-valued homestead property, a comparison of the property tax
31- bill in dollars pertaining to the property for the current fiscal
32- year to an estimate of the property tax bill in dollars for the same
33- property for the upcoming fiscal year if:
34- (A) the proposed budget is adopted; and
35- (B) a balanced budget funded at the
36- no-new-revenue tax rate as calculated under Chapter 26, Tax Code,
37- is adopted.
38- (c-1) Subsection (c) does not apply to the governing board
39- of a general academic teaching institution or of a university
40- system to which Section 551.1281 applies.
