77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study by Texas State University on the expected
1010 effects of future climate change in this state and the preparedness
1111 of this state to address those effects.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. STUDY AND REPORT. (a) The board of regents of
1414 the Texas State University System shall designate a department or
1515 entity at Texas State University to conduct a study on:
1616 (1) the expected effects of future climate change in
1717 this state, including:
1818 (A) the expected economic ramifications of
1919 climate change;
2020 (B) the expected effects on agriculture and other
2121 industries of this state that are vulnerable to climate change; and
2222 (C) the expected increase in droughts, natural
2323 disasters, and other environmental conditions resulting from
2424 climate change; and
2525 (2) the preparedness of this state to identify,
2626 minimize, and mitigate the expected effects described by
2727 Subdivision (1) of this subsection.
2828 (b) Not later than December 1, 2026, Texas State University
2929 shall submit to the governor, the lieutenant governor, and each
3030 member of the legislature a report containing the results of the
3131 study conducted under this section.
3232 SECTION 2. EXPIRATION DATE. This Act expires January 1,
3333 2027.
3434 SECTION 3. EFFECTIVE DATE. This Act takes effect
3535 immediately if it receives a vote of two-thirds of all the members
3636 elected to each house, as provided by Section 39, Article III, Texas
3737 Constitution. If this Act does not receive the vote necessary for
3838 immediate effect, this Act takes effect September 1, 2025.
