10 | 10 | Quality regarding the protection of certain water facilities from | |

12 | 12 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
13 | 13 | SECTION 1. (a) The Texas Commission on Environmental | |
14 | 14 | Quality shall conduct a study of potential methods for protecting | |
15 | 15 | public drinking water supply systems regulated by the commission | |
16 | 16 | under Chapter 341, Health and Safety Code, and wastewater treatment | |
17 | 17 | facilities regulated by the commission under Chapter 26, Water | |
18 | 18 | Code, from: | |
19 | 19 | (1) electrical outages; | |
20 | 20 | (2) catastrophic weather events; | |
21 | 21 | (3) conduct that constitutes an offense under Chapter | |
22 | 22 | 424, Government Code; | |
23 | 23 | (4) the projected effects of climate change; and | |
24 | 24 | (5) other potential disruptions to providing water | |
25 | 25 | service. | |
26 | 26 | (b) The Texas Commission on Environmental Quality shall | |
27 | 27 | consult with other state agencies or interested persons as needed | |
28 | 28 | to facilitate the study. | |
29 | 29 | (c) Not later than September 1, 2026, the Texas Commission | |
30 | 30 | on Environmental Quality shall: | |
31 | 31 | (1) create a report on the results of the study that | |
32 | 32 | includes recommendations for legislative or other action to | |
33 | 33 | facilitate the protection of the facilities described by Subsection | |
34 | 34 | (a) of this section; and | |
35 | 35 | (2) submit the report to the governor and the | |
36 | 36 | legislature. | |
37 | 37 | SECTION 2. This Act takes effect September 1, 2025. |
