88 AN ACT
99 relating to the production by the Texas Commission on Environmental
1010 Quality of an annual report on public drinking water supply
1111 systems.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 341.0315, Health and Safety Code, is
1414 amended by adding Subsections (f) and (g) to read as follows:
1515 (f) The commission shall produce an annual report on public
1616 drinking water supply systems in this state. The commission shall
1717 deliver the report to the legislature not later than September 1 of
1818 each year. The report must include:
1919 (1) for the year preceding the production of the
2020 report:
2121 (A) an analysis of noteworthy events that
2222 affected public drinking water supply systems and the consequences
2323 of those events; and
2424 (B) a summary of challenges experienced by public
2525 drinking water supply systems and any vulnerabilities or system
2626 failures that were exposed;
2727 (2) projected:
2828 (A) changes in the physical condition of public
2929 drinking water supply systems, including expected wear and tear on
3030 the systems; and
3131 (B) effects of population increases on the
3232 performance of public drinking water supply systems; and
3333 (3) recommendations for preventing unplanned downtime
3434 for public drinking water supply systems in times of disaster.
3535 (g) The commission may cooperate with other state agencies,
3636 political subdivisions, and public drinking water supply systems as
3737 necessary to produce the report required under Subsection (f).
3838 SECTION 2. The Texas Commission on Environmental Quality
3939 shall provide to the legislature the first report required by
4040 Section 341.0315(f), Health and Safety Code, as added by this Act,
4141 not later than September 1, 2026.
4242 SECTION 3. This Act takes effect September 1, 2025.
