| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 341.0315, Health and Safety Code, is |
|---|
| 14 | 14 | | amended by adding Subsections (f) and (g) to read as follows: |
|---|
| 15 | 15 | | (f) The commission shall produce an annual report on public |
|---|
| 16 | 16 | | drinking water supply systems in this state. The commission shall |
|---|
| 17 | 17 | | deliver the report to the legislature not later than September 1 of |
|---|
| 18 | 18 | | each year. The report must include: |
|---|
| 19 | 19 | | (1) for the year preceding the production of the |
|---|
| 20 | 20 | | report: |
|---|
| 21 | 21 | | (A) an analysis of noteworthy events that |
|---|
| 22 | 22 | | affected public drinking water supply systems and the consequences |
|---|
| 23 | 23 | | of those events; and |
|---|
| 24 | 24 | | (B) a summary of challenges experienced by public |
|---|
| 25 | 25 | | drinking water supply systems and any vulnerabilities or system |
|---|
| 26 | 26 | | failures that were exposed; |
|---|
| 27 | 27 | | (2) projected: |
|---|
| 28 | 28 | | (A) changes in the physical condition of public |
|---|
| 29 | 29 | | drinking water supply systems, including expected wear and tear on |
|---|
| 30 | 30 | | the systems; and |
|---|
| 31 | 31 | | (B) effects of population increases on the |
|---|
| 32 | 32 | | performance of public drinking water supply systems; and |
|---|
| 33 | 33 | | (3) recommendations for preventing unplanned downtime |
|---|
| 34 | 34 | | for public drinking water supply systems in times of disaster. |
|---|
| 35 | 35 | | (g) The commission may cooperate with other state agencies, |
|---|
| 36 | 36 | | political subdivisions, and public drinking water supply systems as |
|---|
| 37 | 37 | | necessary to produce the report required under Subsection (f). |
|---|
| 38 | 38 | | SECTION 2. The Texas Commission on Environmental Quality |
|---|
| 39 | 39 | | shall provide to the legislature the first report required by |
|---|
| 40 | 40 | | Section 341.0315(f), Health and Safety Code, as added by this Act, |
|---|
| 41 | 41 | | not later than September 1, 2026. |
|---|
| 42 | 42 | | SECTION 3. This Act takes effect September 1, 2025. |
