88 A BILL TO BE ENTITLED
99 AN ACT
1010 relating to an advisory committee to study suicide prevention and
1111 peer support programs in fire departments in this state.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. DEFINITIONS. In this Act:
1414 (1) "Advisory committee" means the advisory committee
1515 established under this Act.
1616 (2) "Commission" means the Texas Commission on Fire
1717 Protection.
1818 (3) "Fire department" has the meaning assigned by
1919 Section 419.021, Government Code.
2020 (4) "Fire fighter" has the meaning assigned by Section
2121 143.003, Local Government Code.
2222 SECTION 2. ADVISORY COMMITTEE. (a) The commission shall
2323 establish an advisory committee to study the need to implement
2424 suicide prevention and peer support programs in fire departments in
2525 this state. The committee is composed of the following members:
2626 (1) two fire fighters, appointed by the Texas State
2727 Association of Fire Fighters;
2828 (2) two fire fighters, appointed by the State
2929 Firefighters' and Fire Marshals' Association of Texas;
3030 (3) two fire chiefs, appointed by the Texas Fire
3131 Chiefs Association;
3232 (4) one person who is licensed to provide professional
3333 mental health services, as defined by Section 531.002, Health and
3434 Safety Code, appointed by the Texas Fire Chiefs Association;
3535 (5) one person who is licensed to provide professional
3636 mental health services as defined by Section 531.002, Health and
3737 Safety Code, appointed by the Texas State Association of Fire
3838 Fighters;
3939 (6) one person who is licensed to provide professional
4040 mental health services, as defined by Section 531.002, Health and
4141 Safety Code, appointed by the State Firefighters' and Fire
4242 Marshals' Association of Texas;
4343 (7) one person, appointed by the executive director of
4444 the Texas A&M Engineering Extension Service; and
4545 (8) the executive director of the commission.
4646 (b) The advisory committee shall designate a member of the
4747 committee as chair of the committee.
4848 (c) The commission may adopt rules necessary to carry out
4949 the purpose and duties of the advisory committee under this Act.
5050 (d) The commission shall provide administrative support and
5151 resources necessary for the advisory committee to carry out the
5252 purpose and duties of the committee under this Act.
5353 (e) The advisory committee may meet in person or by
5454 telephone conference, videoconference, or other electronic means.
5555 SECTION 3. REPORT. Not later than September 1, 2026, the
5656 advisory committee shall prepare and submit a report to the
5757 governor and the legislature. The report must:
5858 (1) provide an overview of suicide prevention and peer
5959 support groups in fire departments;
6060 (2) address possible licensing requirements and any
6161 confidentiality concerns; and
6262 (3) provide recommendations on:
6363 (A) the need for legislation to implement suicide
6464 prevention and peer support groups in fire departments;
6565 (B) whether to encourage local governments to
6666 develop local suicide prevention and peer support groups in fire
6767 departments; and
6868 (C) specific programs to be implemented in this
6969 state.
7070 SECTION 4. EXPIRATION DATE. The advisory committee is
7171 abolished and this Act expires January 10, 2027.
7272 SECTION 5. EFFECTIVE DATE. This Act takes effect September
7373 1, 2025.
