| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter F, Chapter 1701, Occupations Code, is |
|---|
| 13 | 13 | | amended by adding Section 1701.273 to read as follows: |
|---|
| 14 | 14 | | Sec. 1701.273. TRAINING PROGRAM RELATING TO COUNTY JAILER |
|---|
| 15 | 15 | | INTERACTIONS WITH VETERANS. The commission shall, in consultation |
|---|
| 16 | 16 | | with the Texas Veterans Commission, develop a training program for |
|---|
| 17 | 17 | | county jailers on interacting with veterans in the criminal justice |
|---|
| 18 | 18 | | system. |
|---|
| 19 | 19 | | SECTION 2. Section 1701.310(a), Occupations Code, is |
|---|
| 20 | 20 | | amended to read as follows: |
|---|
| 21 | 21 | | (a) Except as provided by Subsection (e), a person may not |
|---|
| 22 | 22 | | be appointed as a county jailer, except on a temporary basis, unless |
|---|
| 23 | 23 | | the person has satisfactorily completed a preparatory training |
|---|
| 24 | 24 | | program, as required by the commission, in the operation of a county |
|---|
| 25 | 25 | | jail at a school operated or licensed by the commission. The |
|---|
| 26 | 26 | | training program must: |
|---|
| 27 | 27 | | (1) consist of at least eight hours of mental health |
|---|
| 28 | 28 | | training approved by the commission and the Commission on Jail |
|---|
| 29 | 29 | | Standards; and |
|---|
| 30 | 30 | | (2) include the training program developed under |
|---|
| 31 | 31 | | Section 1701.273. |
|---|
| 32 | 32 | | SECTION 3. (a) The change in law made by this Act applies to |
|---|
| 33 | 33 | | a county jailer licensed under Chapter 1701, Occupations Code, |
|---|
| 34 | 34 | | regardless of whether the license was issued before, on, or after |
|---|
| 35 | 35 | | the effective date of this Act. |
|---|
| 36 | 36 | | (b) A county jailer who, on the effective date of this Act, |
|---|
| 37 | 37 | | holds a county jailer license shall complete the training program |
|---|
| 38 | 38 | | described by Section 1701.273, Occupations Code, as added by this |
|---|
| 39 | 39 | | Act, not later than August 31, 2027. |
|---|
| 40 | 40 | | SECTION 4. This Act takes effect September 1, 2025. |
