77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to notice provided to a retail electric customer of the
1010 procedure for requesting vegetation management near a transmission
1111 or distribution line.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 17.003, Utilities Code, is amended by
1414 amending Subsection (d-1) and adding Subsection (d-2) to read as
1515 follows:
1616 (d-1) An electric utility providing electric delivery
1717 service for a retail electric provider, as defined by Section
1818 31.002, shall provide to the retail electric provider, and the
1919 retail electric provider shall periodically provide to the retail
2020 electric provider's retail customers together with bills sent to
2121 the customers, information about:
2222 (1) the electric utility's procedures for implementing
2323 involuntary load shedding initiated by the independent
2424 organization certified under Section 39.151 for the ERCOT power
2525 region;
2626 (2) the types of customers who may be considered
2727 critical care residential customers, critical load industrial
2828 customers, or critical load according to commission rules adopted
2929 under Section 38.076;
3030 (3) the procedure for a customer to apply to be
3131 considered a critical care residential customer, a critical load
3232 industrial customer, or critical load according to commission rules
3333 adopted under Section 38.076; [and]
3434 (4) reducing electricity use at times when involuntary
3535 load shedding events may be implemented; and
3636 (5) the procedure for a customer to request vegetation
3737 management near a transmission or distribution line.
3838 (d-2) A retail electric utility shall periodically provide
3939 with bills sent to retail customers of the utility information
4040 about the procedure for a customer to request vegetation management
4141 near a transmission or distribution line.
4242 SECTION 2. Section 17.005(f), Utilities Code, is amended to
4343 read as follows:
4444 (f) A municipally owned utility shall periodically provide
4545 with bills sent to retail customers of the utility information
4646 about:
4747 (1) the utility's procedure for implementing
4848 involuntary load shedding;
4949 (2) the types of customers who may be considered
5050 critical care residential customers, critical load industrial
5151 customers, or critical load according to commission rules adopted
5252 under Section 38.076;
5353 (3) the procedure for a customer to apply to be
5454 considered a critical care residential customer, a critical load
5555 industrial customer, or critical load according to commission rules
5656 adopted under Section 38.076; [and]
5757 (4) reducing electricity use at times when involuntary
5858 load shedding events may be implemented; and
5959 (5) the procedure for a customer to request vegetation
6060 management near a transmission or distribution line.
6161 SECTION 3. Section 17.006(f), Utilities Code, is amended to
6262 read as follows:
6363 (f) An electric cooperative shall periodically provide with
6464 bills sent to retail customers of the cooperative information
6565 about:
6666 (1) the cooperative's procedure for implementing
6767 involuntary load shedding;
6868 (2) the types of customers who may be considered
6969 critical care residential customers, critical load industrial
7070 customers, or critical load according to commission rules adopted
7171 under Section 38.076;
7272 (3) the procedure for a customer to apply to be
7373 considered a critical care residential customer, a critical load
7474 industrial customer, or critical load according to commission rules
7575 adopted under Section 38.076; [and]
7676 (4) reducing electricity use at times when involuntary
7777 load shedding events may be implemented; and
7878 (5) the procedure for a customer to request vegetation
7979 management near a transmission or distribution line.
8080 SECTION 4. This Act takes effect September 1, 2025.
