77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the publication of annual financial statements by a
1010 municipality.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. The heading to Chapter 103, Local Government
1313 Code, is amended to read as follows:
1414 CHAPTER 103. AUDIT AND DISCLOSURE OF MUNICIPAL FINANCES
1515 SECTION 2. Chapter 103, Local Government Code, is amended
1616 by adding Section 103.005 to read as follows:
1717 Sec. 103.005. ANNUAL FINANCIAL STATEMENT OF MUNICIPALITY.
1818 (a) The governing body of a municipality shall prepare an annual
1919 financial statement showing, for each fund subject to the authority
2020 of the governing body during the municipality's fiscal year:
2121 (1) the total receipts of the fund, itemized by source
2222 of revenue, including taxes, assessments, service charges, grants
2323 of state money, gifts, or other general sources from which funds are
2424 derived;
2525 (2) the total disbursements of the fund, itemized by
2626 the nature of the expenditure; and
2727 (3) the balance in the fund at the close of the fiscal
2828 year.
2929 (b) The governing body of a municipality shall submit the
3030 financial statement prepared under Subsection (a) to the
3131 comptroller not later than two months after the end of the
3232 municipality's fiscal year. The comptroller shall post the
3333 financial statement on the comptroller's Internet website on a web
3434 page that is easily located by searching the name of the
3535 municipality on the Internet. The comptroller shall adopt rules
3636 necessary to implement this subsection.
3737 SECTION 3. This Act takes effect September 1, 2025.
