| 9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 12 | | SECTION 1. Section 36.122, Water Code, is amended by adding |

| 11 | 13 | | Subsection (d-1) to read as follows: |
|---|
| 12 | 14 | | (d-1) The district shall adopt rules requiring that notice |
|---|
| 13 | 15 | | be given for an application filed to comply with this section. The |
|---|
| 14 | 16 | | notice must be: |
|---|
| 15 | 17 | | (1) paid for by the applicant; |
|---|
| 16 | 18 | | (2) sent by certified mail to: |
|---|
| 17 | 19 | | (A) each district that is adjacent to the |
|---|
| 18 | 20 | | district considering the application; |
|---|
| 19 | 21 | | (B) the commissioners court of each county in |
|---|
| 20 | 22 | | which the district considering the application is located; and |
|---|
| 21 | 23 | | (C) the commissioners court of each county in |
|---|
| 22 | 24 | | which a district that receives notice under Paragraph (A) is |
|---|
| 23 | 25 | | located; and |
|---|
| 24 | 26 | | (3) published in: |
|---|
| 25 | 27 | | (A) a newspaper of general circulation in the |
|---|
| 26 | 28 | | county in which the district considering the application is |
|---|
| 27 | 29 | | located; and |
|---|
| 28 | 30 | | (B) a newspaper of general circulation in each |
|---|
| 29 | 31 | | county in which a district that receives notice under Subdivision |
|---|
| 30 | 32 | | (2)(A) is located. |
|---|
| 31 | 33 | | SECTION 2. This Act takes effect September 1, 2025. |
