7	5		A BILL TO BE ENTITLED
8	6		AN ACT
9	7		relating to adding a designation on a person's driver's license or
10	8		commercial driver's license indicating that the person is licensed
11	9		to carry a handgun.
12	10		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	11		SECTION 1. Section 507.001(b), Business & Commerce Code, is
14	12		amended to read as follows:
15	13		(b) This section does not affect:
16	14		(1) the requirement to display a handgun license under
17	15		Section 411.205, Government Code[, that a person subject to that
18	16		section present a driver's license or identification certificate in
19	17		addition to a concealed handgun license]; or
20	18		(2) the types of identification required under federal
21	19		law to access airport premises or pass through airport security.
22	20		SECTION 2. Subchapter H, Chapter 411, Government Code, is
23	21		amended by adding Section 411.1795 to read as follows:
24	22		Sec. 411.1795. DESIGNATION ON DRIVER'S LICENSE OR
25	23		COMMERCIAL DRIVER'S LICENSE. The department shall adopt rules
26	24		allowing an applicant for an original, duplicate, modified, or
27	25		renewed license under this subchapter, in addition to being issued
28	26		an original, duplicate, modified, or renewed license, to elect to
29	27		include on the person's driver's license or commercial driver's
30	28		license a designation indicating that the person is licensed under
31	29		this subchapter. The rules must include procedures to ensure that a
32	30		person who makes an election under this section:
33	31		(1) receives a designation on the person's driver's
34	32		license or commercial driver's license only if the person meets the
35	33		requirements for issuance of the original, duplicate, modified, or
36	34		renewed handgun license; and
37	35		(2) maintains the designation only during the period
38	36		for which the person is licensed to carry a handgun under this
39	37		subchapter.
40	38		SECTION 3. Section 411.205, Government Code, is amended to
41	39		read as follows:
42	40		Sec. 411.205. REQUIREMENT TO DISPLAY LICENSE. If a license
43	41		holder is carrying a handgun on or about the license holder's person
44	42		when a magistrate or a peace officer demands that the license holder
45	43		display identification, the license holder shall display:
46	44		(1) either of the following:
47	45		(A) the license holder's driver's license or
48	46		commercial driver's license that includes a handgun license
49	47		designation under Section 521.128 or 522.030, Transportation Code;
50	48		or
51	49		(B) both the license holder's driver's license,
52	50		commercial driver's license, or personal identification
53	51		certificate issued by the department and the license holder's
54	52		handgun license; and
55	53		(2) if the license holder's handgun license bears a
56	54		protective order designation, a copy of the applicable court order
57	55		under which the license holder is protected.
58	56		SECTION 4. Subchapter F, Chapter 521, Transportation Code,
59	57		is amended by adding Section 521.128 to read as follows:
60	58		Sec. 521.128. HANDGUN LICENSE DESIGNATION. The department
61	59		shall include on each driver's license issued to a person licensed
62	60		to carry a handgun under Subchapter H, Chapter 411, Government
63	61		Code, who makes an election under Section 411.1795, Government
64	62		Code, a designation that shows the person is licensed under that
65	63		subchapter. The designation must include the person's handgun
66	64		license number and a statement of the period for which the handgun
67	65		license is effective.
68	66		SECTION 5. Section 522.030, Transportation Code, is amended
69	67		by adding Subsection (e) to read as follows:
70	68		(e) The department shall include on each commercial
71	69		driver's license issued to a person licensed to carry a handgun
72	70		under Subchapter H, Chapter 411, Government Code, who makes an
73	71		election under Section 411.1795, Government Code, a designation
74	72		that shows the person is licensed under that subchapter. The
75	73		designation must include the person's handgun license number and a
76	74		statement of the period for which the handgun license is effective.
77	75		SECTION 6. Not later than December 1, 2025, the Department
78	76		of Public Safety shall adopt the rules required by Section
79	77		411.1795, Government Code, as added by this Act.
80	78		SECTION 7. (a) Section 411.1795, Government Code, as added
81	79		by this Act, applies only to an applicant for an original,
82	80		duplicate, modified, or renewed license to carry a handgun under
83	81		Subchapter H, Chapter 411, Government Code, as amended by this Act,
84	82		who submits the application on or after January 1, 2026.
85	83		(b) The changes in law made by this Act to Chapters 521 and
86	84		522, Transportation Code, apply only to a driver's license or
87	85		commercial driver's license issued or renewed under Chapter 521 or
88	86		522, Transportation Code, on or after January 1, 2026.
89	87		SECTION 8. This Act takes effect September 1, 2025.
