| 9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 12 | | SECTION 1. Chapter 750, Transportation Code, is amended by |
|---|
| 11 | 13 | | adding Section 750.001 to read as follows: |
|---|
| 12 | 14 | | Sec. 750.001. APPLICABILITY OF CERTAIN FEDERAL |
|---|
| 13 | 15 | | ENVIRONMENTAL REGULATIONS TO MOTOR VEHICLES MANUFACTURED, SOLD, |
|---|
| 14 | 16 | | AND OPERATED EXCLUSIVELY IN TEXAS. (a) This section applies only |
|---|
| 15 | 17 | | to a motor vehicle that is manufactured, sold, and operated |
|---|
| 16 | 18 | | exclusively in this state. |
|---|
| 17 | 19 | | (b) For purposes of this section, a motor vehicle is |
|---|
| 18 | 20 | | manufactured exclusively in this state if the vehicle is |
|---|
| 19 | 21 | | manufactured without the inclusion of any parts or materials |
|---|
| 20 | 22 | | imported from another state or country other than generic and |
|---|
| 21 | 23 | | insignificant parts or materials. |
|---|
| 22 | 24 | | (c) A motor vehicle manufactured and sold exclusively in |
|---|
| 23 | 25 | | this state must have the words "Made in Texas" affixed to the motor |
|---|
| 24 | 26 | | vehicle in the manner, form, and location prescribed by the Texas |
|---|
| 25 | 27 | | Department of Motor Vehicles. |
|---|
| 26 | 28 | | (d) A motor vehicle to which this section applies is not |
|---|
| 27 | 29 | | subject to any federal regulation under the authority of the United |
|---|
| 28 | 30 | | States Congress to regulate interstate commerce that is adopted by |
|---|
| 29 | 31 | | the United States Environmental Protection Agency or a successor |
|---|
| 30 | 32 | | agency. |
|---|
| 31 | 33 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 32 | 34 | | to a motor vehicle that is manufactured on or after the effective |
|---|
| 33 | 35 | | date of this Act. |
|---|
| 34 | 36 | | SECTION 3. This Act takes effect September 1, 2025. |
