| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|---|
| 14 | 14 | | amended by adding Section 51.984 to read as follows: |
|---|
| 15 | 15 | | Sec. 51.984. PROHIBITION ON SOLICITING OR ACCEPTING GIFTS, |
|---|
| 16 | 16 | | GRANTS, OR DONATIONS FROM CERTAIN FOREIGN COUNTRIES. (a) In this |
|---|
| 17 | 17 | | section: |
|---|
| 18 | 18 | | (1) "Foreign terrorist organization" has the meaning |
|---|
| 19 | 19 | | assigned by Section 2252.151, Government Code. |
|---|
| 20 | 20 | | (2) "Institution of higher education" has the meaning |
|---|
| 21 | 21 | | assigned by Section 61.003. |
|---|
| 22 | 22 | | (b) Notwithstanding any other law, an institution of higher |
|---|
| 23 | 23 | | education may not solicit or accept a gift, grant, or donation from: |
|---|
| 24 | 24 | | (1) a governmental entity of China, Iran, North Korea, |
|---|
| 25 | 25 | | or Russia; or |
|---|
| 26 | 26 | | (2) a governmental entity of a country that has |
|---|
| 27 | 27 | | provided material support to a foreign terrorist organization. |
|---|
| 28 | 28 | | (c) The Texas Higher Education Coordinating Board may adopt |
|---|
| 29 | 29 | | rules as necessary to implement this section. |
|---|
| 30 | 30 | | SECTION 2. This Act takes effect September 1, 2025. |
