77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to a study regarding establishing a public medical school
1010 as a professional school of Texas Southern University.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. FEASIBILITY STUDY. (a) The president of Texas
1313 Southern University shall designate a department or entity at the
1414 university to conduct a study to examine the need for and
1515 feasibility of establishing a school of medicine as a professional
1616 school of Texas Southern University. The department or entity may
1717 seek the assistance of outside experts or consultants, as
1818 necessary.
1919 (b) The study must:
2020 (1) assess the need for establishing an institution
2121 described by Subsection (a) of this section;
2222 (2) include a financial plan for establishing an
2323 institution described by Subsection (a) of this section, including
2424 the cost associated with establishing the institution;
2525 (3) examine the feasibility of establishing an
2626 institution described by Subsection (a) of this section, including
2727 the projected timeline for accreditation of the institution; and
2828 (4) assess how Texas Southern University, when
2929 compared to other public universities in this state, is better
3030 suited to develop programs to address the following issues as they
3131 appear in urban areas of this state:
3232 (A) gaps in health care affecting urban
3333 populations;
3434 (B) ease of access to health care in different
3535 locations of an urban area;
3636 (C) disparities in the health of various
3737 populations in an urban area;
3838 (D) maternal mortality; and
3939 (E) any other medical issue affecting the
4040 provision of health care in urban areas of this state.
4141 SECTION 2. REPORT. (a) The department or entity at Texas
4242 Southern University designated to conduct the study under Section 1
4343 of this Act shall prepare a written report summarizing the results
4444 of the study. The report must also:
4545 (1) identify the challenges related to establishing a
4646 school of medicine as a professional school of Texas Southern
4747 University;
4848 (2) include recommendations for legislative or other
4949 action; and
5050 (3) include any other matter the department or entity
5151 considers appropriate.
5252 (b) Not later than September 1, 2026, the department or
5353 entity described by Subsection (a) of this section shall submit the
5454 report to the Texas Higher Education Coordinating Board.
5555 SECTION 3. FUNDING. The department or entity at Texas
5656 Southern University designated to conduct the study under Section 1
5757 of this Act may use money appropriated by the legislature or
5858 otherwise available for the purpose to pay for any costs associated
5959 with conducting the study and with preparing the report required by
6060 Section 2 of this Act.
6161 SECTION 4. EXPIRATION. This Act expires December 1, 2026.
6262 SECTION 5. EFFECTIVE DATE. This Act takes effect September
6363 1, 2025.
