77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to instruction in human trafficking awareness in public
1010 schools.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 28.002, Education Code, is amended by
1313 amending Subsection (a) and adding Subsections (u) and (u-1) to
1414 read as follows:
1515 (a) Each school district that offers kindergarten through
1616 grade 12 shall offer, as a required curriculum:
1717 (1) a foundation curriculum that includes:
1818 (A) English language arts;
1919 (B) mathematics;
2020 (C) science; and
2121 (D) social studies, consisting of Texas, United
2222 States, and world history, government, economics, with emphasis on
2323 the free enterprise system and its benefits, and geography; and
2424 (2) an enrichment curriculum that includes:
2525 (A) to the extent possible, languages other than
2626 English;
2727 (B) health, with emphasis on:
2828 (i) physical health, including the
2929 importance of proper nutrition and exercise;
3030 (ii) mental health, including instruction
3131 about mental health conditions, substance abuse, skills to manage
3232 emotions, establishing and maintaining positive relationships, and
3333 responsible decision-making; and
3434 (iii) suicide prevention, including
3535 recognizing suicide-related risk factors and warning signs;
3636 (C) physical education;
3737 (D) fine arts;
3838 (E) career and technology education;
3939 (F) technology applications;
4040 (G) religious literature, including the Hebrew
4141 Scriptures (Old Testament) and New Testament, and its impact on
4242 history and literature; [and]
4343 (H) personal financial literacy; and
4444 (I) human trafficking awareness.
4545 (u) In adopting the essential knowledge and skills for the
4646 human trafficking awareness curriculum required under Subsection
4747 (a)(2)(I), the State Board of Education shall ensure that the
4848 curriculum includes grade-level appropriate instruction relating
4949 to:
5050 (1) for students in grades six through eight:
5151 (A) the underlying causes of human trafficking;
5252 (B) identification of and prevention of human
5353 trafficking for labor and sexual exploitation, with an emphasis on:
5454 (i) understanding the signs or indicators
5555 of human trafficking;
5656 (ii) practicing online safety; and
5757 (iii) understanding the methods used by
5858 human traffickers to recruit children;
5959 (C) methods for reporting suspected human
6060 trafficking; and
6161 (D) interventions and treatment provided to
6262 survivors of human trafficking; and
6363 (2) for students in grades 9 through 12, the topics
6464 provided by Subdivision (1) and:
6565 (A) the commercial sexual exploitation of and
6666 vulnerability to human trafficking of minors;
6767 (B) the role of gender in the selection of
6868 targets for human trafficking;
6969 (C) distinguishing human trafficking from other
7070 types of offenses involving the transport or movement of
7171 individuals by others, such as kidnapping and human smuggling; and
7272 (D) domestic and foreign policy responses to
7373 human trafficking.
7474 (u-1) The State Board of Education shall adopt rules
7575 requiring students enrolled in grades six through eight to complete
7676 a one-semester human trafficking awareness course covering the
7777 essential knowledge and skills described by Subsection (u)(1). The
7878 course may be required only once for the middle school grade levels.
7979 SECTION 2. Section 28.025(b-1), Education Code, is amended
8080 to read as follows:
8181 (b-1) The State Board of Education by rule shall require
8282 that the curriculum requirements for the foundation high school
8383 program under Subsection (a) include a requirement that students
8484 successfully complete:
8585 (1) four credits in English language arts under
8686 Section 28.002(a)(1)(A), including one credit in English I, one
8787 credit in English II, one credit in English III, and one credit in
8888 an advanced English course authorized under Subsection (b-2);
8989 (2) three credits in mathematics under Section
9090 28.002(a)(1)(B), including one credit in Algebra I, one credit in
9191 geometry, and one credit in any advanced mathematics course
9292 authorized under Subsection (b-2);
9393 (3) three credits in science under Section
9494 28.002(a)(1)(C), including one credit in biology, one credit in any
9595 advanced science course authorized under Subsection (b-2), and one
9696 credit in integrated physics and chemistry or in an additional
9797 advanced science course authorized under Subsection (b-2);
9898 (4) three credits in social studies under Section
9999 28.002(a)(1)(D), including one credit in United States history, at
100100 least one-half credit in government and at least one-half credit in
101101 economics or personal financial literacy & economics, and one
102102 credit in world geography or world history;
103103 (5) except as provided under Subsections (b-12),
104104 (b-13), and (b-14), two credits in the same language in a language
105105 other than English under Section 28.002(a)(2)(A);
106106 (6) four and one-half [five] elective credits;
107107 (7) one credit in fine arts under Section
108108 28.002(a)(2)(D); [and]
109109 (8) except as provided by Subsection (b-11), one
110110 credit in physical education under Section 28.002(a)(2)(C); and
111111 (9) one-half credit in human trafficking awareness
112112 under Section 28.002(a)(2)(I).
113113 SECTION 3. As soon as practicable after the effective date
114114 of this Act, the State Board of Education shall develop the
115115 curriculum required under Section 28.002(u), Education Code, as
116116 added by this Act.
117117 SECTION 4. (a) Sections 28.002(u)(1) and (u-1), Education
118118 Code, as added by this Act, apply only to the middle school
119119 curriculum required for students entering the sixth grade during
120120 the 2025-2026 school year or a later school year.
121121 (b) Section 28.025(b-1), Education Code, as amended by this
122122 Act, applies only to students entering the ninth grade during the
123123 2025-2026 school year or a later school year. For students entering
124124 a grade above ninth grade during the 2025-2026 school year, Section
125125 28.025(b-1), Education Code, as that section existed before
126126 amendment by this Act, applies, and that section is continued in
127127 effect for that purpose.
128128 SECTION 5. This Act takes effect immediately if it receives
129129 a vote of two-thirds of all the members elected to each house, as
130130 provided by Section 39, Article III, Texas Constitution. If this
131131 Act does not receive the vote necessary for immediate effect, this
132132 Act takes effect September 1, 2025.
