This bill amends the Human Resource Code to establish an early childhood mental health home visiting grant program wherein the Health and Human Services Commission (HHSC) shall award grants to organizations with an established history of supporting early childhood mental health through a commitment to a family-centered, system of care approach while providing comprehensive, coordinated services to children and families with a high level of need, including a history of trauma. This bill provides HHSC authority to solicit, contract for, receive, accept, or administer gifts, grants, and donations of money or property. This bill would take effect September 1, 2025.This bill establishes a grant program for early childhood mental health home visits; however, this analysis does not contemplate the grant award amounts. The bill could provide the basis for the appropriation of funds for an unspecified grant award amount. This analysis only considers cost estimates for the administration of those grants, and it is assumed that any costs associated with administering an early childhood mental health home visiting grant program as described by this bill could be absorbed using existing agency resources.
