77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the inclusion of instruction regarding the beginning of
1010 human life in the health curriculum for public school students.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 28.002(a), Education Code, is amended to
1313 read as follows:
1414 (a) Each school district that offers kindergarten through
1515 grade 12 shall offer, as a required curriculum:
1616 (1) a foundation curriculum that includes:
1717 (A) English language arts;
1818 (B) mathematics;
1919 (C) science; and
2020 (D) social studies, consisting of Texas, United
2121 States, and world history, government, economics, with emphasis on
2222 the free enterprise system and its benefits, and geography; and
2323 (2) an enrichment curriculum that includes:
2424 (A) to the extent possible, languages other than
2525 English;
2626 (B) health, with emphasis on:
2727 (i) physical health, including the
2828 importance of proper nutrition and exercise;
2929 (ii) mental health, including instruction
3030 about mental health conditions, substance abuse, skills to manage
3131 emotions, establishing and maintaining positive relationships, and
3232 responsible decision-making; [and]
3333 (iii) suicide prevention, including
3434 recognizing suicide-related risk factors and warning signs; and
3535 (iv) instruction that human life begins at
3636 conception and has inherent dignity and immeasurable worth from the
3737 moment of conception;
3838 (C) physical education;
3939 (D) fine arts;
4040 (E) career and technology education;
4141 (F) technology applications;
4242 (G) religious literature, including the Hebrew
4343 Scriptures (Old Testament) and New Testament, and its impact on
4444 history and literature; and
4545 (H) personal financial literacy.
4646 SECTION 2. This Act applies beginning with the 2025-2026
4747 school year.
4848 SECTION 3. This Act takes effect immediately if it receives
4949 a vote of two-thirds of all the members elected to each house, as
5050 provided by Section 39, Article III, Texas Constitution. If this
5151 Act does not receive the vote necessary for immediate effect, this
5252 Act takes effect September 1, 2025.
