| 11 | 11 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 12 | 12 | SECTION 1. PLAN FOR MODERNIZATION OF JUVENILE DETENTION | |
| 13 | 13 | FACILITIES. (a) The Texas Juvenile Justice Department shall | |
| 14 | 14 | develop and adopt a plan to modernize post-adjudication secure | |
| 15 | 15 | correctional facilities. | |
| 16 | 16 | (b) The plan must include, for all current and future | |
| 17 | 17 | post-adjudication secure correctional facilities, equipping the | |
| 18 | 18 | living quarters of each child committed to the department with a | |
| 19 | 19 | restroom and running water. | |
| 20 | 20 | SECTION 2. SUBMISSION TO LEGISLATURE. Not later than June | |
| 21 | 21 | 1, 2026, the Texas Juvenile Justice Department shall submit to the | |
| 22 | 22 | legislature the plan developed under this Act and the estimated | |
| 23 | 23 | cost of implementation of the plan. | |
| 24 | 24 | SECTION 3. EXPIRATION. This Act expires September 1, 2026. | |
| 25 | 25 | SECTION 4. EFFECTIVE DATE. This Act takes effect September | |
| 26 | 26 | 1, 2025. |
