| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 244.003, Human Resources Code, is |
|---|
| 13 | 13 | | amended by amending Subsection (b) and adding Subsection (c) to |
|---|
| 14 | 14 | | read as follows: |
|---|
| 15 | 15 | | (b) Except as provided by Section 243.051(c), these records |
|---|
| 16 | 16 | | and all other information concerning a child, including personally |
|---|
| 17 | 17 | | identifiable information, are not public and are available only |
|---|
| 18 | 18 | | according to the provisions of Subsection (c) of this section, |
|---|
| 19 | 19 | | Section 58.005, Family Code, Section 244.051 of this code, and |
|---|
| 20 | 20 | | Chapter 67, Code of Criminal Procedure. |
|---|
| 21 | 21 | | (c) The department may disclose information concerning a |
|---|
| 22 | 22 | | person who was committed to the department, including personally |
|---|
| 23 | 23 | | identifiable information, if: |
|---|
| 24 | 24 | | (1) the person: |
|---|
| 25 | 25 | | (A) has been discharged from commitment by the |
|---|
| 26 | 26 | | department; |
|---|
| 27 | 27 | | (B) is at least 18 years of age; and |
|---|
| 28 | 28 | | (C) has given consent for the department to |
|---|
| 29 | 29 | | disclose the information; and |
|---|
| 30 | 30 | | (2) the department does not disclose any information |
|---|
| 31 | 31 | | for which the person did not consent to disclosure and does not |
|---|
| 32 | 32 | | disclose any information for a purpose other than the purpose for |
|---|
| 33 | 33 | | which the person consented to disclosure. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect September 1, 2025. |
