10 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 13 | | SECTION 1. Section 21.002, Agriculture Code, is amended to |
---|
12 | 14 | | read as follows: |
---|
13 | 15 | | Sec. 21.002. ELIGIBILITY. Subject to available funds, a |
---|
14 | 16 | | nonprofit organization is eligible to receive a grant under this |
---|
15 | 17 | | chapter if the organization: |
---|
16 | 18 | | (1) has at least five years of experience coordinating |
---|
17 | 19 | | a statewide network of food banks and charitable organizations that |
---|
18 | 20 | | serve each county of this state; |
---|
19 | 21 | | (2) operates a program that coordinates the collection |
---|
20 | 22 | | and transportation of surplus agricultural products to [a statewide |
---|
21 | 23 | | network of] food banks in this state that provide food to needy or |
---|
22 | 24 | | low-income individuals; and |
---|
23 | 25 | | (3) submits to the department, in the manner and time |
---|
24 | 26 | | prescribed by the department, a proposal for the collection and |
---|
25 | 27 | | distribution to food banks or other charitable organizations for |
---|
26 | 28 | | use in providing food to needy or low-income individuals of surplus |
---|
27 | 29 | | agricultural products, including: |
---|
28 | 30 | | (A) a description of the proposal; |
---|
29 | 31 | | (B) a schedule of projected costs for the |
---|
30 | 32 | | proposal; |
---|
31 | 33 | | (C) measurable goals for the proposal; and |
---|
32 | 34 | | (D) a plan for evaluating the success of the |
---|
33 | 35 | | proposal. |
---|
34 | 36 | | SECTION 2. Chapter 21, Agriculture Code, is amended by |
---|
35 | 37 | | adding Section 21.004 to read as follows: |
---|
36 | 38 | | Sec. 21.004. DISTRIBUTION OF RESOURCES TO FOOD BANKS. A |
---|
37 | 39 | | nonprofit organization that receives a grant under this chapter |
---|
38 | 40 | | must make surplus agricultural products and other grant resources |
---|
39 | 41 | | available to any food bank operating in five or more counties in |
---|
40 | 42 | | this state. |
---|
41 | 43 | | SECTION 3. This Act takes effect September 1, 2025. |
