77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the electronic filing with the Texas Ethics Commission
1010 of certain reports of political contributions and expenditures.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter B, Chapter 254, Election Code, is
1313 amended by adding Section 254.0365 to read as follows:
1414 Sec. 254.0365. ELECTRONIC FILING OF CERTAIN REPORTS
1515 REQUIRED. (a) This section does not apply to a candidate or
1616 officeholder for a judicial office subject to Subchapter F, Chapter
1717 253.
1818 (b) Notwithstanding any other law, a candidate or
1919 officeholder who is required to file reports with the commission
2020 shall file the reports electronically if in a calendar year the
2121 candidate or officeholder:
2222 (1) accepts political contributions that in the
2323 aggregate exceed $25,000; or
2424 (2) makes political expenditures that in the aggregate
2525 exceed $25,000.
2626 (c) The commission shall make each report filed in
2727 accordance with this section available to the public on the
2828 commission's Internet website not later than the seventh business
2929 day after the date the report is filed.
3030 SECTION 2. The changes in law made by this Act apply only to
3131 a report of political contributions and expenditures under Chapter
3232 254, Election Code, that is required to be filed on or after January
3333 1, 2026. A report under that chapter that is required to be filed
3434 before the effective date of this Act is governed by the law in
3535 effect on the date the report is required to be filed, and the
3636 former law is continued in effect for that purpose.
3737 SECTION 3. This Act takes effect September 1, 2025.
