BILL ANALYSIS H.B. 2066 By: Virdell Criminal Jurisprudence Committee Report (Unamended) BACKGROUND AND PURPOSE In the 87th Regular Session, the Texas Legislature passed H.B. 1927, which entitled a person convicted of a certain offense involving the unlawful carrying of a handgun committed before September 1, 2021, to have all records and files relating to their arrest expunged, among other provisions. However, this entitlement does not currently apply to persons placed on deferred adjudication community supervision for such an offense. H.B. 2066 seeks to give individuals placed on deferred adjudication community supervision for this offense the same right to have records and files relating to their arrest expunged as a person convicted of the offense. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
