88 AN ACT
99 relating to a study on unreported gunshots detected using gunshot
1010 detection technology.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. STUDY ON UNREPORTED GUNSHOTS. (a) In this Act,
1313 "department" means the Department of Public Safety of the State of
1414 Texas.
1515 (b) From money appropriated or otherwise available for the
1616 purpose, the department shall contract with three eligible
1717 municipal police departments to conduct a study on unreported
1818 gunshots detected using gunshot detection technology. The study
1919 must include the following information:
2020 (1) the number of unreported gunshots detected using
2121 gunshot detection technology that occur within the boundaries of
2222 the municipality; and
2323 (2) for each gunshot described by Subdivision (1) of
2424 this subsection:
2525 (A) the results of any police department
2626 investigation related to the gunshot, including information
2727 regarding whether the gunshot was intentional; and
2828 (B) the number and type of criminal charges filed
2929 as a result of the gunshot.
3030 (c) To be eligible to receive a contract under Subsection
3131 (b) of this section, a municipal police department must:
3232 (1) be located in a municipality with a population of
3333 more than 500,000; and
3434 (2) submit an application to the department that
3535 includes:
3636 (A) a list of geographic areas within the
3737 boundaries of the municipality that have been identified as having
3838 high rates of unreported gunshots;
3939 (B) an explanation of the police department's
4040 previous experience with gunshot detection technologies; and
4141 (C) the proposed members of a five-person
4242 committee that the police department will establish to assist with
4343 the study if the police department receives the contract,
4444 including:
4545 (i) one representative from the municipal
4646 police department;
4747 (ii) one representative from the sheriff's
4848 department in the county in which the municipal police department
4949 is located;
5050 (iii) one person who serves as a school
5151 district peace officer, a school resource officer, or security
5252 personnel as described by Section 37.081, Education Code, and who
5353 provides security at a school campus located in the municipality
5454 described by Subdivision (1) of this subsection;
5555 (iv) one representative of a neighborhood
5656 association located in the municipality described by Subdivision
5757 (1) of this subsection; and
5858 (v) one member who is appointed by a member
5959 of the house of representatives whose district contains any part of
6060 the municipality described by Subdivision (1) of this subsection.
6161 (d) Each municipal police department that the department
6262 contracts with under Subsection (b) of this section shall prepare
6363 and submit a report of its findings to the department not later than
6464 September 1, 2026.
6565 (e) Not later than December 31, 2026, the department shall
6666 prepare and submit to the legislature a written report summarizing
6767 the results of the study, disaggregated by municipality.
6868 (f) This Act expires September 1, 2027.
6969 SECTION 2. EFFECTIVE DATE. This Act takes effect September
7070 1, 2025.
