| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 21.4515, Education Code, is amended by |
|---|
| 12 | 12 | | amending Subsection (b) and adding Subsection (b-1) to read as |
|---|
| 13 | 13 | | follows: |
|---|
| 14 | 14 | | (b) Except as provided by Subsection (b-1), to [To] the |
|---|
| 15 | 15 | | extent of any conflict, a frequency requirement for the completion |
|---|
| 16 | 16 | | of training provided by statute prevails over a frequency |
|---|
| 17 | 17 | | requirement for that training included in the policy adopted by the |
|---|
| 18 | 18 | | board of trustees of a school district or the governing body of an |
|---|
| 19 | 19 | | open-enrollment charter school under Subsection (a). |
|---|
| 20 | 20 | | (b-1) Notwithstanding any other law, the policy adopted by |
|---|
| 21 | 21 | | the board of trustees of a school district or the governing body of |
|---|
| 22 | 22 | | an open-enrollment charter school under Subsection (a) may provide |
|---|
| 23 | 23 | | for an educator employed by the district or school who would |
|---|
| 24 | 24 | | otherwise be required by statute to complete a training annually to |
|---|
| 25 | 25 | | complete that training every other year. |
|---|
| 26 | 26 | | SECTION 2. This Act applies beginning with the 2025-2026 |
|---|
| 27 | 27 | | school year. |
|---|
| 28 | 28 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2025. |
|---|
