| 11 | 11 | SECTION 1. Section 16.051, Water Code, is amended by adding | |

| 13 | 13 | (g-2) An engineering firm contracted or procured to | |
| 14 | 14 | assist in the preparation of the state water plan, a regional water | |
| 15 | 15 | plan approved under Section 16.053, or the feasibility of a project | |
| 16 | 16 | contained within these plans shall not be eligible to participate | |
| 17 | 17 | in the construction of a reservoir under this section. | |
| 18 | 18 | SECTION 2. This Act takes effect September 1, 2025. |
