77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to the composition of the Texas Maternal Mortality and
1010 Morbidity Review Committee.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 34.002(b), Health and Safety Code, is
1313 amended to read as follows:
1414 (b) The review committee is a multidisciplinary advisory
1515 committee within the department and is composed of the following 25
1616 [23] members:
1717 (1) 23 [21] members appointed by the commissioner as
1818 follows:
1919 (A) four physicians specializing in obstetrics,
2020 at least one of whom is a maternal fetal medicine specialist;
2121 (B) one certified nurse-midwife;
2222 (C) one registered nurse;
2323 (D) one nurse specializing in labor and delivery;
2424 (E) one physician specializing in family
2525 practice;
2626 (F) one physician specializing in psychiatry;
2727 (G) one physician specializing in pathology;
2828 (H) one epidemiologist, biostatistician, or
2929 researcher of pregnancy-related deaths;
3030 (I) one social worker or social service provider;
3131 (J) two community members with experience in a
3232 relevant health care field, including a field involving the
3333 analysis of health care data, one of whom must represent an urban
3434 area of this state and one of whom must represent a rural area of
3535 this state;
3636 (K) one medical examiner or coroner responsible
3737 for recording deaths;
3838 (L) one physician specializing in critical care;
3939 (M) one physician specializing in emergency
4040 care;
4141 (N) one physician specializing in cardiology;
4242 (O) one physician specializing in
4343 anesthesiology;
4444 (P) one physician specializing in oncology;
4545 [and]
4646 (Q) one representative of a managed care
4747 organization;
4848 (R) one doula; and
4949 (S) one doula specializing in end-of-life care;
5050 (2) a representative of the department's family and
5151 community health programs; and
5252 (3) the state epidemiologist for the department or the
5353 epidemiologist's designee.
5454 SECTION 2. As soon as practicable after the effective date
5555 of this Act, the commissioner of state health services shall
5656 appoint members to the Texas Maternal Mortality and Morbidity
5757 Review Committee in accordance with Section 34.002, Health and
5858 Safety Code, as amended by this Act.
5959 SECTION 3. This Act takes effect September 1, 2025.
