10 | 10 | | Morbidity Review Committee. |

11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Section 34.002(b), Health and Safety Code, is |
---|
13 | 13 | | amended to read as follows: |
---|
14 | 14 | | (b) The review committee is a multidisciplinary advisory |
---|
15 | 15 | | committee within the department and is composed of the following 25 |
---|
16 | 16 | | [23] members: |
---|
17 | 17 | | (1) 23 [21] members appointed by the commissioner as |
---|
18 | 18 | | follows: |
---|
19 | 19 | | (A) four physicians specializing in obstetrics, |
---|
20 | 20 | | at least one of whom is a maternal fetal medicine specialist; |
---|
21 | 21 | | (B) one certified nurse-midwife; |
---|
22 | 22 | | (C) one registered nurse; |
---|
23 | 23 | | (D) one nurse specializing in labor and delivery; |
---|
24 | 24 | | (E) one physician specializing in family |
---|
25 | 25 | | practice; |
---|
26 | 26 | | (F) one physician specializing in psychiatry; |
---|
27 | 27 | | (G) one physician specializing in pathology; |
---|
28 | 28 | | (H) one epidemiologist, biostatistician, or |
---|
29 | 29 | | researcher of pregnancy-related deaths; |
---|
30 | 30 | | (I) one social worker or social service provider; |
---|
31 | 31 | | (J) two community members with experience in a |
---|
32 | 32 | | relevant health care field, including a field involving the |
---|
33 | 33 | | analysis of health care data, one of whom must represent an urban |
---|
34 | 34 | | area of this state and one of whom must represent a rural area of |
---|
35 | 35 | | this state; |
---|
36 | 36 | | (K) one medical examiner or coroner responsible |
---|
37 | 37 | | for recording deaths; |
---|
38 | 38 | | (L) one physician specializing in critical care; |
---|
39 | 39 | | (M) one physician specializing in emergency |
---|
40 | 40 | | care; |
---|
41 | 41 | | (N) one physician specializing in cardiology; |
---|
42 | 42 | | (O) one physician specializing in |
---|
43 | 43 | | anesthesiology; |
---|
44 | 44 | | (P) one physician specializing in oncology; |
---|
45 | 45 | | [and] |
---|
46 | 46 | | (Q) one representative of a managed care |
---|
47 | 47 | | organization; |
---|
48 | 48 | | (R) one doula; and |
---|
49 | 49 | | (S) one doula specializing in end-of-life care; |
---|
50 | 50 | | (2) a representative of the department's family and |
---|
51 | 51 | | community health programs; and |
---|
52 | 52 | | (3) the state epidemiologist for the department or the |
---|
53 | 53 | | epidemiologist's designee. |
---|
54 | 54 | | SECTION 2. As soon as practicable after the effective date |
---|
55 | 55 | | of this Act, the commissioner of state health services shall |
---|
56 | 56 | | appoint members to the Texas Maternal Mortality and Morbidity |
---|
57 | 57 | | Review Committee in accordance with Section 34.002, Health and |
---|
58 | 58 | | Safety Code, as amended by this Act. |
---|
59 | 59 | | SECTION 3. This Act takes effect September 1, 2025. |
