| 10 | 10 | | Affairs on the feasibility of using certain models to address |
|---|
| 11 | 11 | | homelessness in this state. |
|---|
| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. (a) In this section: |
|---|
| 14 | 14 | | (1) "Department" means the Texas Department of Housing |
|---|
| 15 | 15 | | and Community Affairs. |
|---|
| 16 | 16 | | (2) "Institution of higher education" has the meaning |
|---|
| 17 | 17 | | assigned by Section 61.003, Education Code. |
|---|
| 18 | 18 | | (b) The department shall conduct a study on the feasibility |
|---|
| 19 | 19 | | of using a model to address homelessness in this state that is based |
|---|
| 20 | 20 | | on: |
|---|
| 21 | 21 | | (1) partnerships with institutions of higher |
|---|
| 22 | 22 | | education, private entities, and local governments; and |
|---|
| 23 | 23 | | (2) the use of: |
|---|
| 24 | 24 | | (A) small dwelling units, as defined by the |
|---|
| 25 | 25 | | department; and |
|---|
| 26 | 26 | | (B) community development services and plans |
|---|
| 27 | 27 | | provided through programs at institutions of higher education. |
|---|
| 28 | 28 | | (c) Not later than December 31, 2026, the department shall |
|---|
| 29 | 29 | | prepare and submit to the governor, lieutenant governor, and |
|---|
| 30 | 30 | | legislature a written report that includes: |
|---|
| 31 | 31 | | (1) a summary of the results of the study conducted |
|---|
| 32 | 32 | | under this section; and |
|---|
| 33 | 33 | | (2) any recommendations for legislative or other |
|---|
| 34 | 34 | | action based on the results of the study. |
|---|
| 35 | 35 | | (d) This Act expires September 1, 2027. |
|---|
| 36 | 36 | | SECTION 2. This Act takes effect September 1, 2025. |
